Show presented by American Fork City, Its officials, its employees, or its citizens, which would improve im-prove existing conditions. The Company would welcome such suggestions from any source. The Company admits its inability inabil-ity to provide solutions for many problems connected with the delivery de-livery of irrigation water in and through American Fork City. However, the Company does not create these conditions. While the very nature of the city increases the mechanical difficulties of water wa-ter distribution, it is the people living within the city itself that contribute most to the problems. Would the persons who use Irrigation Company ditches to dispose of garbage, lawn clippings, clip-pings, dead animals, and other debris - making it almost impossible im-possible to keep screens clean and .iter flowing freely, causing flooding and damage, bear any responsibility? Or the persons who remove headgates. screens ami other Company property for their own use. Or perhaps the people who cut or shoot locks from division gates in order to obtain excessive amounts of water, wa-ter, often exceeding capacity of ditches. The Irrigation Company cannot control the actions of people. Therefore, if said actions contributing con-tributing to existing problems it seems the people involved are in a postionto contribute most toward to-ward their solution. The Irrigation Company wants to do the best job possible consistent con-sistent with the availability of funds. We desire to accomplish a significant improvement in conditions con-ditions relative to distribution of water within American Fork City. To do so will require the effort and cooperation of everyone concerned. con-cerned. We need your support and assistance. Perhaps some of it is justified, much of it unwarranted. Many statements have been made, some true, many false. This letter is written, not in an attempt to justify or excuse Company Com-pany actions, but with the hope it will generate suggestions that w have significance in resolving resolv-ing existing problems and pre-venting pre-venting future accidents. The Company does not wish to engage in a controversy with anyone over policies or performance, neither does it wish to imply by remaining remain-ing silent that all charges and statements condemning actions are valid. It is not the policy of the Irrigation Ir-rigation Company to remove existing ex-isting screens and in my experience exper-ience no employee has been asked to do so. Neither has the Company Com-pany refused to install screens at any location if advised of an existing problem and requested to do so. The Irrigation Company regrets re-grets the irresponsible and unwarranted un-warranted statements regarding Its "lack of cooperation" and "slowness to cooperate." The Company has not rejected any request, re-quest, suggestion, or proposal K mm n r-m m r -. A OFT TA ill Reg.
