Paul Mendenhall was award ed tils Eagle rank in Scouting at the Alpine District Court of Honor held last Thursday, July 6, at the Stake Tabernacle In American Pork. Pa&l is present! serving as scoutmaster of Troop 817 which Is sponsored by the American Fork Lions Club for the handt capped youngsters In Utah Coun ty. Although Paul has led a very active life, he has been confined to a wheel chair since Infancy. He Is a rlctlm of cerebral palsy due to a lack of oxygen at birth. He joined Troop 934 of the Twin Peaks District of the Great Salt Lake Council In February of 1956, This was the first handicapped troop in Utah. His scoutmaster was the late Boyd 0. Hatch who was himself In a wheelchair. He trained Paul as a scouter and under his tutelage, Paul qualified qual-ified in the explorers for every rating including that of Silver Explorer. In January of 1962, the late B. H. Curtis, prominent Utah County scouter, and Paul organ-lted organ-lted Troop 817 for the handicapped handi-capped boys in the county. Paul became scoutmaster of this troop in 1963. Paul is an enthusiastic and dedicated scoutmaster and inspires in-spires everyone to do his utmost for Ecoutlng. He holds an eleven year unbroken scouting record from tenderfoot through his ores ent tour years as scoutmaster. Calls For Unity in Locating Power Sources 'New sources of electric pow er must be developed before 1975 or many people In Utah will not have all the electricity they will need, Harvey McPhall, retired re-tired Executive Director, of the Colorado River Basin Consumers Power, Inc., told sixty representatives represen-tatives at the Intermountaln Consumers Con-sumers Power Association Conference Con-ference List Saturday. The 19 members of the ICPA, all municipal and rural electric power systems in' Utah, heard Mr. McPhall call for the strength of greater unity in locating future sources of power. He appealed to non-member municipal and RE A power sys- teams to loin the Association and share in the reduced cost of volume buying. He said that if all 34 qualified preference customers in Utah would pur chase through the Agency, the savings would more than double. This money could then be used to finance the urgent Job c: investigating in-vestigating new sources of electric elec-tric power without any Increase in the Association's expenses. Gus Norwood, Executive Secretary Sec-retary of the Northwest Public Power Association, delivered the luncheon address at the Hotel Vernal also asking for unity of members In the ICPA, He said that his association is able to hold workshops conducted conduct-ed by specialists giving each member company something that they could not otherwise afford. Best of all the "happenings' can materially affect Utah Valley's plans for growth and develop ment. Up to now, Utah has had difficulty convincing industry to locate here. One of the reasons has to do with distance to major markets. But, with certain new lnovatlons in transportation and for other reasons, Utah is be ginning to gain momentum in In dustrial development. New concepts in material handling, hand-ling, vehlcal design, highway con struction, etc., wlu cause a number of significant changes in the economics of product dis tribution. The economics of transportation will soon reach a point where other factors such as labor force and living conditions con-ditions will be an even more Im portant factor in making a de cision to locate industry farther away from major market areas. Our big problem is to maintain main-tain a proper sense of growth. I mean by that we must guard against destroying the beauty of the valley by falling to develop and hold to a long-range plan.
