Telos, a transitional treatment facility at 870 W. Center Street that serves teenage boys with behavioral problems, has acquired four neighboring properties with plans to expand its operations. However, in the June meeting, the Council agreed to rezone only one of the four parcels from low density residential to community commercial because that piece of land already had a commercial designation in the city's general plan. Zoning on the other three properties was left as low density residential. Councilwoman Karen McCand-less McCand-less was one of those who voted with the majority in June, but asked to have the Council examine exam-ine the issue again. She said she had spent more time thinking and looking at the site ana proposed the reconsideration, which was accepted by unanimous vote of the Council. "This puts the previous decision kind of in 'suspend mode,' " said Councilman Mark Seastrand. "That's what it means," said Mayor Jerry Washburn. Some council members voiced concerns at the June meeting that rezoning all four lots commercial might open the largely residential area up to potentially incompatible incompat-ible commercial uses not associated associ-ated with the group homes. Some residents said allowing a road to go through to access the parcels if the rezone were approved would ruin the peace and tranquility the neighborhood presently enjoys. Paul Washburn, a cousin to the mayor, is representing Telos, and said he is "thrilled" that the Council is willing to reconsider See REZONE, Page 2 FQWLPLAY? f I,' Ik 1 7 i'rnSr?' MtM4 ? ...... JEREMY HARMONDaily Herald An Orem firefighter keeps an eye on hotspots after a fire started at approximately 9 am. on a hillside near Orem's water treatment facility July 6. Birds may toe camsedl grass fire Katie Schmitt DAILY HERALD Two birds are suspected of starting a grass fire at the Utah Valley Water Purification Plant when they flew into a power line around 9 a.m. in Orem on July 6. The fire burned 10 to 15 acres, but no injuries or damage to the surrounding buildings was re ported. A bird was found to be the cause of a similar fire two years ago at the same site, said Lane Gray, water section manager for Orem. He said it was likely two birds started the fire Thursday and that crews are working to fix the shield on the transformer to prevent pre-vent future problems. ' The Orem fire division had the blaze under control in about an hour, and the fire was out within two hours. "It moved very quickly," said Battalion Chief Layne Pace. "It jumped over a lot of the green vegetation and just burned the dry material but there was a lot of dry material." Pace said the steep terrain made fighting the fire difficult and the rocky area made the fire spread in three different directions. He said he was unaware of the two dead birds found at the transformer trans-former where the fire started but said it was possible they had caused the fire. "I'm pretty sure the birds just wouldn't stand there with a fire coming," he said.
