Show Wednesday, February 12, 1997 Pasje 11 7 Yiill Run development vins approval Times Newspaper Mill Run, two 12-unit condominium con-dominium buildings on 1.54 acres of property at 1097 North State Street in Orem, won a conditional con-ditional use permit and preliminary prelimi-nary planned residential development (PRD) approval from the Orem City Council February 4. ' Jeff Kromberger, representing repre-senting Mill Run and applicant Steve Davies of Davies Miller Construction, said six four-plexes four-plexes proposed for the site before were "awkward". He said the developers had no problem with fencing requirements suggested sug-gested by the Orem Planning Commission a six-foot block wall along the north, east, and south property lines, and a seven-foot wall along the west property line. Development Services Director Direc-tor Stan Sainsbury said the site plan showed a 22-foot driveway, and noted that the applicants had apparently acquired a two-foot two-foot easement from Gary Zam-boni Zam-boni of neighboring Gary's Service Ser-vice to obtain that width. Sainsbury explained that Zam-boni Zam-boni does not want curb and gutter gut-ter on the driveway, but the fire marshal requires some sort of demarcation be made. Scott Halls, 442 West 1100 North, said the developers owned just over 18 feet, and needed 20 for the driveway. The additional property had been obtained ob-tained and recorded, he said. Zamboni said he agreed to give up the property only if there was no barrier. City Attorney Paul Johnson said the 20-foot drive was a "minor enough" change that the site plan could be amended by the council that night without iil! Councilwoman Judy Bell asked Jay Carey, police chief, how those providing police and fire services felt about the 20-foot 20-foot drive. Carey said the concern would be to make sure that there is no "infringement" on the lane no parked cars, and no encroachment, so safety vehicles would have access at all times. Councilman Stephen Sandstrom suggested creating a fire lane by painting on the asphalt, as-phalt, with "no parking" signs clearly placed. Kromberger said the developers wanted to make the property "as safe and attractive as possible". Zamboni said asphalt was as "attractive as it was going to get". He said he "sells a little bit of fuel" and that any curb or gutter on the spot in question would infringe on his business, affecting customers' ability to come and go. Councilman Tim Christen-sen Christen-sen said he voted against the proposal the first time, and he did not feel good about "sticking 24 unit3 in that area". He said he would follow a long-standing policy against granting density bonuses. He also said he sees ingress and egress problems with the project. Bell said the new plan was a better one than before, but she felt it would still not work. She said the gas station is "very busy", and she was uncomfortable uncomfort-able with the number of units and the density bonus proposed for the project.
