Hi l. . .ii ' I - 1 i .. Emma Lou Richards Emma Lou Chantrill.Richards, 69, of Orem, Utah, peacefully passed away on February 8, 1997. Our dear wife, mother, grandmother, and friend lived a life of service and compassion. com-passion. Sho was born September 8, 1927, to James and Mabel Marti Mar-ti neau Chantrill of Ncwdalc, Idaho. Married her loving husband, Joel J. Richards, on September 8, 1949, in the Salt Lake Temple. Graduate of Sugar Salem High School, Sugar City, Idaho. Attended Ricks College, LDS Business College, and Brigham Young University. Admired in her profession for her dedication and service as a Mountain Bell operator. She made great contributions to her church, and community as tn accomplished ac-complished musician. As a life-long dedicated member of the LDS Church, she spent many hours of scrviccin variouscallings, including two short missions and working in the Provo Temple. The members of her Orem Cascade 1st Ward were a constant source of strength and joy. She dearly loved being with her grandchildren and treasured time spent with family and friends. ' Survived by her husband, of Orem; five children: Warren Joel Richards of Arkansas; Carolyn Richards of Sandy; DcAnn (Steven) BaxtcrofRivorton; Brent Lee (Tcrri) of Lehi; Sharon (Rick) Rodger of Ohio. He was born March 23, 1926, in Ashtabula, Ohio to Cutler Asa Bollard and Charlcne Quayle. Ho married Marilyn Joan Martyn on March 6, 19947, in Los Angeles, California. Their marriage was solemnized in the Los Angeles LDS Temple in 1956. After attending Madison Memorial High School, Chuck joined the Navy and served in the South Pacific during WWII. Ho later studied music at Humphreys College. Col-lege. He worked for 20 years as a man agcr for M ay Co. , JC Penny , and Montgomery Ward in California, before he retired due to ill health. He was a member of the LDS Church and lived in the Hillcrcst 6th Ward since 1978. Chuck is survived by his wife of 50 years; by his 14 children: Dick, Bob, Wendy, Cathy, Bill, Tom, Bonnie, Bon-nie, Betsy, Brcnda, Robyn, Tammy, Jen nifer, Ki mbcrly, andAngcla;and by his 26 grandchildren: Andy, Matt, Michael, David, Russ, Becky, Will, Dan, Ben, Brad, John, Jonny, Rachel, Joseph, Mclanie, Jcannie, Brooke, Craig, Katie, Brian, Sam, Donavcn, Emily, Molly, Charlie, and Kclli. He was preceded in death by his parents and by his daughter, Diane. Funeral Services were held on Saturday. Van Natta Margie S. Van Natta, 68, died February 6, 1997, in Provo. She was the mother of Bill Van Natta of Orem. Earl W. Frampton Earl W. Frampton, 82, of Provo, died Fcbrury 7, 1997. He was the father of James W. "Bill" Frampton of Orem. Barbara H. Noble Barbara H. Noble, 77, of Rock Springs, Wyoming, died February 5, 1997. She was the mother of Tony and Peggy Pasin of Orem. V Home Freeda Webster Brailsford Freeda Webster Brailsford, passed away at 8:30 a.m., February 10, 1997 in Orem, Utah. She was born April 3, 1915 in Loa, Wayne, Utah the daughter of William Fredrick Webster and Dena Carroll. She was a graduate of Wayne High School, Bicknell, Utah. She went on a Church Mission to the Northwestern States. There she met Robert E. Brailsford. They were married by Stephen L. Richards in the Salt Lake Temple January 18, 1937. She attended Brigham Young University, New York University and Bakcrsficld College. An active member of the LDS Church, she held many positions: Jr. Sunday School Coordinator both Ward and Stake, and teacher in manyclasses, aPrimary teacherand Stake Seagull Leader, Stake YWMIA Leader and teacher. She was in the Relief Society Presidency and a Chorister in Sacrament Meeting, Meet-ing, the Head Librarian of the Bakcrsficld Genealogical Library and a Genealogical lecturer throughout Kern County in Wards, civic organizations, genealogical societies, clubs and schools and a lecturer for Kern County Education Week. She halped-organize the 41st Genealogical Branch Library and was the Head Librarian for 10 years. She was a Seminary Teacher in the Bakcrsficld Stake. Besides her Mission Mis-sion in the Northwestern States, she was a Stake Missionary. In her early years she was a Ward and Financial Clerk in Cody, Wyoming, where she and her husband helped organize the Cody Branch. They also began a branch in Niagara Falls, N.Y. She was a Merit Badge Counselor in genealogy for Kern County Boy Scouts of America. She loved being with the youth. Her home was always open to them. She has been a influence for good in many of their lives, they were also an inspiration in her life. Her job experience: She was Head of the Welfare Dept. of Wayne Co., Utah, a credit interviewer at ZCMI in Salt Lake City for throe years. She worked for Bell Aircraft . at Tanawands, N.Y. as an inspector and later worked in engineering chartchanges. She was the Manager of Figurama Slenderizing Studio in Bakcrsficld, California. She was a hydro-therapist at the Utah State Hospital. Survivors include her husband of Orem, one son, Kenneth E Brailsford of Orem, six grandchildren, Kenneth Ray Brailsford, Shcri Cutler, John Brailsford, Lisa Janda, Becky Brailsford, Steven Brailsford, and six great-grandchildren, three sisters, Romona Smith, Feme Shurtliff, Phyllis King. One sister Maude Hunger preceded her in death. Funeral services will be held Wednesday, February 12, 1997, at 1 1:00 a.m. in the Suncrest 2nd Ward Chapel, 130 North 400 West in Orem. Scott Andorson Scott Anderson, age 54, of Orem, died February 2, 1997, at the Utah Valley Regional Medical Center in Provo. He was born February 18, 1942, in Provo, Utah to Elvin and Mclba Scott Anderson. He married Carolyn Brooke on June 6, 1968, in the Salt Lake LDS Temple. Scott was educated in Provo, Utah. Graduated from BY High, and attended at-tended BYU. He enjoyed bowling, fishing, traveling, and hunting. He was a member of the LDS Church and served as a High Priest, Scott is survived by his wife, Carolyn, Orem; 1 son, Shayne (Stephani) Anderson of Tao Yaun, Taiwan; 1 grandson, Brody Anderson; his mother, Melba Anderson of Provo; 1 brother, Jarrett Anderson of Glen-dalo, Glen-dalo, California; and 1 sister, Deidra Scott of Salt Lake. It was proceeded in death by hia father. Funeral services were held Wednesday, Wednes-day, February 5, 1097 in the Berg Drawing Room Chape! in Provo. The open house was held to showcase the recent remodeling completed at the family-owned business, which has served the community since 1946. . DEEJAY FRAUGHTON Dee Jay Fraughton of Orem finished fin-ished his life early Thursday morning, morn-ing, February 6th at home following a lingering illness. He was 82 years of age. Dee was born August 4, 1914 in Heber, Utah, the son of Virgil Fay and Lillie A. Bell Fraughton. His childhood child-hood in the Heber Valley still lives through the stories and songs he shared with his family. At age sixteen six-teen he started college at Utah State Agricultural College (now Utah State) and graduated with a civil engineering engineer-ing degree in 1937. He was active in track and field and won third place in the hammer throw at the preliminary prelimi-nary competition for the 1936 Olympics. Olym-pics. He met Elma Thompson of Georgetown, Idaho during his senior year and was married June 24, 1938 in the Salt Lake LDS Temple. They became the parents of six children. His professional career took him to several places in the country even this area while he worked on the construction con-struction of Deer Creek Dam. He also had the chance to work for the Forest Service in Utah and assist with the conversion of aerial photos to topographic topo-graphic maps. Most of his time, however, how-ever, was spent in San Diego, California Califor-nia working for the Navy Electronics Laboratory as a mechanical engineer where he helped pioneer the use of sonar on submarines. He retired after af-ter 25 years of service in 1972. Dee and Elma moved to Orem in 1976 and bought a home downwind from "Hurricane "Hur-ricane Heber." He and Elma served as workers in the Provo Temple for sixteen and a half years and only retired several years ago when his health began deteriorating. de-teriorating. He is survived by his wife, Elma; his son. Max (Margarete) Fraughton, Kaysville; then the daughters who "took his hair away" Sue (Brent) Pratley of Provo, Kaye Nielson of Layton, DeeAnn (Jim) Hathorne of Orem, Jane (Michael) Malone of Windermere, Florida, and Karen of Orem 24 grandchildren, 8 greatgrandchildren, great-grandchildren, one surviving sister, Virgie Murhpy of Ephraim, and an uncle, Wendell Fraughton of Ogden. Funeral services will be held Monday, Mon-day, February 10 at 11:00 a.m in the Orchard 3rd Ward LDS Ward Chapel, 610 East 600 North, Orem. Friends may call Sunday evening from 6:00 to 8:00 p.m. at the Walker Sanderson Funeral Home, 600 East 800 North, Orem, and Monday from 9:45 to 10:45 a.m. at the ward chapel. He was the father of Steven Ray (Cathy) Pace and Debra Pace, all of Orem. Public hearings scheduled The Orem City Council scheduled a number of public hearings as part of its work February 4. An amendment to the zoning ordinance dealing with off-streetparkingwill off-streetparkingwill be considered in a hearing February 25, 1997, at 6:40 p.m. in the Council Chambers in the City Center. The hearing is being held at "the behest of the Orem Planning Commission and the city's legal staff. Proposed changes to the parking ordinance will be for clarification, will address tandem tan-dem parking, and will provide guidelines to help define goals for the city pertaining to the parking issue. Amending Orem's wireless telecommunications ordinance will be discussed in a hearing set for February 25 at 6:50 p.m. A requirement that telecommunication telecom-munication towers be built on city-owned property may be modified to permit the cellular towers to also be located on Alpine Al-pine School District sites that are larger than 25 acres. February 25 at 7 p.m., a hearing will be held on the request re-quest of John Hawker, 65 East 800 North, to change the Orem General Plan land use designation designa-tion on that property from community com-munity shopping to medium density residential and to rezone IT CCD HT1 2 on Kids... llOitonSPace? Orem survivors sur-vivors include a brother, Sterling Patten. it from PD-3 to R-l-6.5. The request re-quest is being made to facilitate a refinancing of the home. Finance companies do not approve ap-prove the refinancing of a home in a commercial zone because it cannot be rebuilt as a home. Although Al-though the Orem PlanningCom-mission PlanningCom-mission had a 3-2 vote on the issue, giving no official recommendation, recom-mendation, the city's planning staff suggests that all properties from Main Street to 120 East in the PD-3 zone on the north side of 800 North be rezoned from PD-3 to R-l-6.5, because all of the properties share the same situation with Hawker's. Paul Washburn of Gardner & Associates has applied to amend the Orem General Plan by changing the land use designation desig-nation of property in the vicinity of 1100 West 1330 South from "highway services" to "medium density residential", and the zone from HS-1 to R-l-6. A public hearing will be held February 25 at 7:15 p.m. to consider con-sider that proposal. A public hearing was also set to consider the request of Lamar Driggs to amend the City Code on "Drinking Places With Alcoholic Al-coholic Beverages", but press reports later indicated that Driggs had withdrawn his application. ap-plication.
