Elder Nelson will be greeting friends and relatives at an open house on Saturday, May 8th, from 4 to 6 p.m. at the Nelson home, 173 W. 850 S., Orem. On Sunday, May 9th, at 8:30 a.m., he will be reporting his experiences in a sacrament meeting at the Orem 5th Ward Chapel, 85 W. 900 S. All friends and relatives are invited to attend both events. and have received the endorsement of the Governor and State Democratic Party officials. of-ficials. There are no other candidates who have filed for the Democratic nomination. I now find my candidacy can-didacy as a Democratic nominee for Congress in the hands of a Republican Lieutenant Governor and a Republican Attorney General. I only hope they will see to it that the public good is served by allowing the Democratic process to go forth. Utahns will not be served by keeping a Democrat off the ballot in November because the letter, not the spirit of the law is followed. My hope now is that partisan interests will not become a factor in resolving this legal issue. Orrin Hatch R-Utah, said new regulations proposed by the U.S. Depart- ment of Health and Human Services would end a contnct between current federal regulations and 1 Utah Law. ' The proposed changes in the Title X regulations were discussed by the Secretary of Health and Human Services, Richard Schweiker, at a hearing of the House Subcommittee on Health and the Environment. Hatch said regulations would be changed to require that parents be notified if any prescription birth control device or prescription birth control pills were distributed to an uneman-cipated uneman-cipated minor. . The conflict between current federal regulations and a 1981 act of the Utah legislature requiring parental consent for all abortion services and contraceptive services provided with public funds to unemancipated minors would be eliminated. The proposed regulations would also defer to state laws that require even greater parental involvement. "Last summer a letter from the Denver Regional Office of HHS to the Utah State' Health Department required Utah to 'disimplement' the new Utah law. It seems Utah's law did not agree with past HHS regulations," Hatch said. "I found it incredible that a federal agency would tell a state agency to violate a state law. "I asked HHS Sec. Schweiker to look into this matter personally. My feeling is that the Department Depart-ment should, as a matter of policy, defer to state laws over federal regulations whenever possible. It was particularly important to do so with this issue," Hatch said. Hatch said the new regulations are under active consideration at HHS and should be published for comment in the Federal Register soon. "These regulation changes are a firm indication in-dication that the Reagan Administration is moving in the right direction. The proposed changes would end heavy-handed, extra-legal federal interference with the way a state runs its internal affairs. "The Utah approach, to encourage maximum involvement of parents when adolescents are facing the extremely trying issues of abortion or contraception, con-traception, should be an example for the whole country, a model which other states can follow," Hatch said.
