Changes In Federal Clean Air Act Threaten Health In current efforts to terminate or modify the federal Clean Air Act there is great danger that over-reaction or onesided one-sided response will increase the health burden caused by dirty air. Franklin K. Brough, Executive Director of the Utah Lung Association, says 53,000 Americans is the estimated number to die annually from the consequences of air pollution. Add to that the cost of sickness, absenteeism from work and hospitalization. "Ten more years of failing to achieve clean air standards means more than a half-million premature deaths and billions of dollars in health care costs," Mr. Brough says. The federal and state Clean Air acts were intended in-tended to safeguard human health by establishing standards for the seven most common and widespread pollutants, and requiring plans to achieve safe levels of these pollutants by certain deadlines. Highly organized and expensive campaigns have been conducted by certain lobbies to persuade per-suade Congress to alter the Clean Air Act. Some proposals would: 1) remove the health basis for the standards and substitute economic purposes as the determining deter-mining factor for setting emission standards.
