The room goes silent, and the officer informs the rest of his crew, that the threat came in at 12:40 p.m., and the device is expected to detonate det-onate at 2:30 p.m. If it were a month in the future and the bomb threat were real, Rudd explains from the side of the chaotic room, Deer Valley would first try to address the threat with bomb specialists and other law enforcement inside the venue. If, however, the venue needed backup, says Rudd, it would call the MACC. The MACC's dispatchers would call upon available resources to help investigate and quell the threat. But Rudd doesn't think bombs will be the source of most calls coming into the MACC during the Games. The veteran public safety communications officer (Rudd has also worked for the Coast Guard and the L.A. Fire Department) believes he will by Tim Sullivan OF THE RECORD STAFF Merlin Rudd has been here before. Sure, Summit County's emergency management director just recently began his residence in the dark, computer-filled room in the Sheriff's Office, the Multi-Agency Multi-Agency Command Center (MACC) that will be in place until the end of February. But emergency operations centers, especially Olympic ones like this, are entirely Rudd's bag. A former assistant chief of the Los Angeles Police Department, Rudd helped that city brace for the 1984 Summer Games. Surprisingly, he says, L.A.'s agencies agen-cies didn't go through nearly the preparation and training that those in Utah have the security securi-ty threat, he says, did not loom anywhere as large. Today, Rudd is overseeing one such rigorous training day at the MACC. Representatives from the county Sheriff's, Health and Public Works Departments, the Park City Fire District, Emergency Management Services, Red Cross and the state are all participating in a simulation simula-tion of hypothetical events. They are all crammed into the small room, hunched' over computers and telephones, . circulating sheets of paper, calling out updates. Throughout the day, agencies receive an assortment of artificial situations traffic jams, hazardous haz-ardous materials spills, injuries and practice doling out available avail-able resources to handle the problems.
