Show Saturday, January 4, 1997 The Park Record County Seat Delinquent tax bills increase Summit County's tax rates by Kirsta H. Bleyle OF THE RECORD STAFF It is the end of the year and, for some Park City businesses, time to make an important decision: either pay the tax man or pay the interest. Delinquent taxes, however, might cost property owners more money next fall. According to Summit County Treasurer Glen Thompson, many of the hundred-or-so delinquent tax notices published by the county last week probably belong to area businesses busi-nesses which chose to put off paying pay-ing their taxes. "It's a business decision," Thomas said, adding that "the county does not criticize people for being delinquent, but it is one of those factors that I think their bankers are more concerned about than we are." Thompson said some businesses, especially ones dependent upon the ski season, might chose to accept the interest and late fees, and pay their taxes when their cash flow increases. It is that theory. Thompson added, which might explain why two, primarily seasonal area businesses owe about $200.(MX) each: Wolf Mountain and United Park City Mines Co. United Park City Mines Co., which owns and operates the Park City Silver Mine Adventure, is facing fac-ing $182,111.96 in delinquent property prop-erty taxes for 19. Thompson said this is the first time he has seen a delinquent bill for the mine company, compa-ny, but pointed out 1996 was the first full year of operation for the mine ride. In Wolf Mountain's case, the resort owes $190,517,19 in delinquent delin-quent taxes to the county. However, Thompson said, the resort has made some "impressive" improvements to the area. He added that the resort is being taxed on its new chair lifts, which has increased Wolf Mountain's tax bill considerably. But the business which owes the most amount of money is Lucas Western. According to Thompson. Lucas Western and its holding company, com-pany, Shawmut Bank Connecticut N.A., owe Summit County about half-a-million dollars in delinquent taxes. Additionally, the $496,612.14 amount includes back taxes from the past three years owed by the defense contracting company, which was put up for sale last July. Eventually. Thompson said, when businesses begin to owe the county such large sums of money, other property owners begin to feel the brunt of delinquency. "Sometimes," Thompson said, "it does affect what your tax rate is going to be for the next year." Because the county uses a static formula for determining each year's tax rale, the amount collected during dur-ing the beginning of the previous year could cause the formula to produce a higher rate in order to meet proposed budgets. Thompson said property owners have until January 15 to pay delinquent delin-quent taxes before next year's tax rate might be affected. Even if the taxes are not paid by that date, he added, the county is not overly concerned. con-cerned. "We eventually get our money," he said.
