The Clark minority government fell last Dec. 13 when the Liberals and New Democrats entered en-tered a vote of no-confidence over Clark's tough economic program. Called the "18-cent campaign," cam-paign," the key issue was a proposed budget in which Clark asked for an unpopular 18-cent a gallon increase in the gasoline tax. Also against Clark was his age (40) and his narrow background which had created image problems and a lack of public confidence in his leadership abilities. Katmundu, Nepal Two Polish mountain climbers made the first successful winter assent of Mount Everest Sunday, and the experience was all uphill. Kryzustof Weilicki, 30 and Leszek Cichy, 29, both of Warsaw, reached the 29,028-foot summit at 2 p.m., having made the assent from a camp at 26,400 feet. One team member returned to Katmandu early from the base camp because of a dislocated shoulder and said the conditions on the climb were "terrible. London Firemen in airtight suits have since November been combing the beaches of the Isle of Wight in search of canisters whose contents are so toxic, one whiff can cause death. More than 1,000 canisters have washed ashore since the cargo was released from the Greek freighter Aeolian Sky when it sank 30 miles east of the island Nov. 4. The canisters are beached daily, jeopardizing the safety of the 90,000 residents of the island that is three tjmes the size of Manhattan. The poison is aresnic trichlordie, and industrial in-dustrial chemical which gives off deadly fumes when exposed to air. To date, five pilot whales have washed ashore in the afflicted region, and officials are testing tissue samples to determine the cause of death. If it is proved the whales were poisoned, the British government will be under pressure to ban commercial fishing in that part of the English Channel. Bogota, Columbia U.S. Peace Corps, worker Richard Starr, 34, was released last week by leftist lef-tist guerrillas who kidnapped him three years ago. Starr, of Edmond, Wash., was seized Feb. 14, 1977 in the small town of La Macarena in Meta State south of Bogota by guerrillas of the Colombian Colom-bian Revolutionary Armed Forces. He was working on a botanical study for the Colombian government at the time of his capture. He was apparently kidnapped as an afterthought when the guerrillas found him in the town during a raid in which they killed a policeman and looted stores. Melbourne. Many Congressmen are predicting predic-ting the House will reject that part of Carter's draft program calling for the registration of women. Washington, D.C. A 1.6 percent leap in wholesale prices in January, the largest in five years, forced the Federal Reserve Board to up interest rates to slow another inflation surge. , The Reserve Board increased its discount rate from 12 percent to 13 percent which will increase interest rates across the country. Experts say the housing industry will be especially hard hit by the interest increase. Unlike previous wholesale price jumps in recent years, the January increases were not just in food and gasoline. In fact food prices had declined 0.8 percent for the month, giving .indication .in-dication that inflation is widespread. Overall, the wholesale prices for the nation were 13 percent higher that last January. Key West, Florida Eight Cubans commandeered comman-deered a small freighter in Havana and piloted it to Key West Harbor, marking the second time this month native Cubans have seized a Cuban ship to escape to America . The Cubans, armed with handguns, forced the freighter crew to take them to Key West where they were intercepted by the Coast Guard. The group is expected to be granted political asylum after being processed by the U.S. Immigration and Naturalization Service. j In a similar boat snatching two weeks ago, 67 Cubans escaped to Florida's shores.
