President Carter said the CH-47 Chinook helicopter apparently lost its navigational fix and mistakenly strayed into North Korea where it was shot down, killing three of the four crewmen. Carter welcomed the release of CWO Glenn Schwanke and the return of the bodies but said that he "deplored the loss of life and the excessive reaction to an unarmed and inadvertent intrusion." Santo Domingo, Dominican Republic - Janelle Penny Commissiong of Trinidad-Tobago Saturday night became the first black ever to be selected as Miss Universe. Miss Commissiong, after breaking a 25-year-old color barrier, said her victory "was a step in the right direction" in changing people's attitudes towards blacks. Cairo, Egypt - President Anwar Sadat said Saturday the Soviet Union had cancelled all military contracts with Egypt after he rejected any new friendship treaty with Moscow. The Egyptian president said he had refused two ultimatums to sign friendship treaties with the Soviets because "there is no privileged position in this country except for its sons." Sadat said the Soviets have also refused requests for new weapons and have advised Egypt "not to ask for this again." Helsinki, Finland Two young Soviet hijackers were extradited back to the Soviet Union Wednesday after their attempt to gain passage to Sweden by using a dud grenade failed when the pair fell asleep, allowing their hostages to escape. The two Soviets surrendered about 36 hours after they seized an Aeroflot TU134 Sunday night, July 10, on a flight from Petrozavodsk to Leningrad with &78 passengers and crewmen aboi&rd. 1 1' .. n Rawalpindi, Pakistan - Crime has come to a standstill in Pakistan since the takeover of the new military regime and the implementation of severe anticrime measures. NATIONAL New York - A total electrical power blackout Wednesday night crippled New York for more than 24 hours and cost millions in lost business and looting. With temperatures hovering near the 100 degree mark, the city's prison and court systems were in chaos Saturday. The jails and criminal courts in four boroughs remained jammed following the largest mass arrests in New York's history. The Federal Power Commission formally opened its probe of the blackout "that could never happen again" but did after lightning struck a transformer and power lines. San Diego - Two Tijuana policemen were seriously wounded Saturday night after provoking an international gunf ight. The two Mexican officers crossed the border in pursuit of three undercover San Diego officers and assaulted them even after they identified themselves. The San Diego officers returned fire after the Mexicans continued shooting at them, authorities said. The U.S. officers were members of the San Diego Police Area Task Force set up to "pose as human bait for would-be robbers and rapists who prey on aliens along the border, a San Diego Police spokesman said. Washington - The Central Intelligence Agency said Friday it has uncovered additional information that an unknown number of Americans, including alcoholics, drug addicts and terminal cancer patients, may unknowingly have been the subjects of experiment programs conducted by the agency in the 1950's andl960's. The programs, begun about 25 years ago and discontinued about 10 years ago, involved research on surreptitious methods of administering drugs and on the development of a knockout drug tested on cancer patients. Adm. Stansfield Turner, CIA director, said in a letter to the Senate Intelligence Committee, records indicate that some of the persons chosen for experimentation were drug addicts or alcoholics, that tests of knockout drugs were used as part of a program testing pain killers for cancer patients and that there may have been "an improper payment to a private institution." Detroit - Two nurses were found guilty Wednesday of using paralyzing drug injections to poison five patients at the Ann Arbor, Michigan Veterans Administration Hospital in the summer of 1975. The large foldout contains both general and specific information designed to enhance the experience of Art Festival visitors. The guide provides a description of Park City and details the recreational facilities and activities available. It also explains the special Art Festival lodging packages being offered by most local hotels and lodges. The packages provide a sizeable price reduction (or even free lodging) for persons staying in Park City five days or more. Included in the guide is information on daycare facilities, transportation from Salt Lake International Airport, public transportation in Park City during the festival, as well as a list and description of local restaurants and an explanation of Utah liquor laws. The guide also details the registration process for the wide variety of workshops which will be offered during the Art Festival week of Aug. 13 through Aug. 21. The workshops will cost $5 for each adult session and $2 for each children's session. Advance registration by mail is being encouraged. Eight performances by various entertainers and groups will be offered during the week and the guide contains a schedule of show times. A package ticket which entitles the purchaser to view all eight performances is being offered at $13.50. Hilton Pleads Not Guilty On Drug Counts Former Park City dog catcher Michael Hilton pleaded not guilty Monday morning to four drug-related charges. Hilton appeared before Judge James S. Sawaya in the Coalville County Courthouse, represented by attorney Franklin Anderson. Hilton was arrested on April 13, along with his wife and ( four other persons, during a raid on his Kamas home. It was the biggest drug bust ever in Summit County. He is charged with production of marijuana, possession of marijuana with intent to distribute for value, manufacture of a controlled substance (THC) and possession of THC with intent to distribute for value. All four counts are felonies, each punishable by a maximum fine of $5,000 andor five years in prison. Summit County Attorney Robert Adkins is prosecuting the case. A A number of people are killed when the CB base station antennas anten-nas they are installing or dismantling touch live power lines. Remember these rules: 1 . Don't work under or near power lines. 2. Never install or dismantle an antenna anywhere in the vicinity of a power line without first contacting Utah Power. 3. If you must work near power lines, alwqys tie off the antenna so it will fall away from a power line should the antenna slip during installation installa-tion or removal. Air conditioners vary in efficiency QDo different makes of refrig- erated air conditioners use different amounts of electricity to do the same job? A Yes. The most efficient refrigerated room air conditioners operate on about half the power required by less efficient models to do the same cooling job. Select the most efficient by comparing U.S. Department of Commerce Com-merce Energy Guide Labels found on most models. The labels rate the units by their "Energy Efficiency Ratio" EER. The higher the EER, the greater the energy efficiency. A unit with an EER 8, for example, uses half as much energy as one with an EER 4. If a model doesn't list an EER rating, ask the dealer to figure it for you. The pros and cons of swamp coolers QWhat about evaporative air conditioners the so-called "swamp coolers"? A These coolers have one very substantial advantage, and one disadvantage. The advantage is that they require only a fraction (about an eighth) of the electricity needed to operate refrigeration-type air conditioners. condi-tioners. The disadvantage is that the moisture they produce may make the inside air too humid for comfort on muggy days.
