Show Thursday, August 2, 2007 SPRINGVILLE HERALD Snippits of Springville History 21 Helen Beardall The early emigrants to this great country of America sought a land where a man could use his brow and brawn and with primitive tools carve out a new way of life for he and his family. He did not have to pay homage to the king or pay him dearly via a means called taxation for the privilege of living and working on the supposed land owned by the king. The heavy taxation placed on families, especially espe-cially the poor, was of grave concern and within many a man's heart an uprising came about that caused a mass migration across the great waters to a land of promise. The land of promise did provide the means for a new way of life, but with this newly acquired freedom free-dom came the eventual burden to many public taxation, as the little settlements set-tlements across America grew. The new, little settlement settle-ment of Springville was no different than settlements across this great land. In the minutes of 1855 it was recorded as follows: The City Council met -roll called-quorum present-prayer present-prayer by G.D. Wood. On motion of A. Johnson, a bill was presented in relation re-lation to Fort and other taxes, which after due consideration was finally passed by a unanimous vote. Viz.-ORDINANCE NO. 28TH (WRITTEN AS FOLLOWS) In relation to Fort and other Taxes, Sec. lst-Be it ordained by the City Council of Springville City that it shall be the duty of all persons owing taxes for building the Fort Wall around Springville City Plat, either, property, lot, or Poll-, to pay at lease one half that is due (by previous assessment) on or before the 10th day of May next, one half of the remainder of tax due to be paid on or before the 10th of November next. The remainder re-mainder of tax due to be paid on or before the 10th day of May 1856. Sec. 2nd If any person or persons shall fail to comply with the first section of this act, it shall be the duty of the Superintendent of the Land, walk & notify the collector of Land Tax of all delinquents and the collector col-lector shall proceed forthwith forth-with to collect the tax due from such delinquents and pay the same over to the said Superintendent to be expended on the City -wall forthwith. Sec. 3rd If any person or persons wishing to leave this city with his affects, shall pay his proportion of tax due in accordance with the first section of this act. Passed Feb., 14th 1855 G.D.
