(From History of Mapleton by Ralph K. Harmer and Wendell B. Johnson) It was purchased by Charles Warner Allan, the oldest son of Charles Edward Allan. Charles E. Allan came West with the Martin Handcart Company and homesteaded in Mapleton where he died July 24, 1925. Seen in the picture is the Allan family. Charles Edward Allan is on the left. (Sinimmisrcsiall mmMm US S Members of the Springville City Council voted to approve the amendment to the General Plan to designate commercial uses for 300 feet on either side of 1600 South between SR 51 on the east and 1-15 on the west as future commercial zoning. This was done to protect the area from being purchased for residential uses as could have been done under the General Plan. This will provide a commercial com-mercial corridor along this road the same as along 400 South. After considerable discussion, the council voted to approve Ordinance No. 19-99, annexing the Hunter Valley East Addition, with the condition that before recording the annexation, an easement is granted to Springville City through Hunter's Valley Subdivision, Phase 5, that would allow construction of infrastructure infrastruc-ture through Phase 5, and that the zoning on this annexation should be RA-1-20,000. In other action, the city council coun-cil approved the lease with Steve Lundquist doing business as Blue Spruce Entertainment for a concert con-cert at the Spring Acres Arts Park on August 20. Lundquist, a private promoter, will be allowed to use the park for a concert, with the city to be paid $500 and a percentage of the ticket sales after the cost of the tickets is excluded. A safety plan will have to be approved by the Director of Public Safety, all State Codes met for sanitation and no more than $5,000 tickets sold or given away. Approval was given fof the UAMPS Power Exchange Member Mem-ber Risk Management Policy. This will allow the city to purchase pur-chase and sell power up to 12 months into the future. In the past the various entities within UAMPS have not been able to buy power from each other, they have always had to go through the UAMPS pool and the UAMPS prices. In the future, the city may have power to sell and would like to make all the profits on that sale. The policy is called a Risk Management Policy because it will protect UAMPS should the cities make a bad deal and lose money. Tentative final approval was given to David Simpson for the JacksonSutton Subdivision, a two-lot subdivision at about 900 North Main. Previously this subdivision was in question because be-cause it allowed the creation of an "orphan" lot, or an unbuidable lot. Mr. Simpson attempted to purchase property to eliminate that lot, but owners valued their lots too high. Recommendation was based on the fact that the owners of the unbuildable lots are aware of the limitations on their lots. City Administrator Cam Gun-ter Gun-ter explained the proposed resolution resolu-tion to adopt a certified tax rate. Although the proposed rate of .002109 os 2.5 higher than last year's rate of .002057, it does not qualify under state law as a tax increase. He explained that state law requires that a city should not receive less in one year than it did the previous year. "Since the property tax for Stouffer's was lowered considerably consider-ably this past year, it became necessary to raise the tax rate in order to receive the same amount of taxes. This proposed rate of .002109 will cause an increase of about $23 to Mayor Wing for his property, so the increase is not great," said Gunter. The resolution resolu-tion was passed. A Special Improvement District, Dis-trict, No. 27, will be created at about 1750 West from 400 to 1600 South. This will be a 90-foot arterial road and the estimated cost will be about $1.6 million. Pay back will be over a period of ten years with the city taking out an SID assessment bond. The council agreed to purchase pur-chase 6.99 acres of land at about 400 East and 600 North for $385,000 from Nebo School District. The property is the site of the Spring Creek Park, and funds for the purchase will be taken from Park Impact Fees with some borrowed from the Solid Waste Fund and repaid with interest. An addendum to the Interlocal Agreement with the Nebo School District fpr, the land between the Springville Art Museum and the Middle School Gym was made. The district wants to be able to use the art museum without charge on occasion but will not be given unlimited use of the museum as all activities and uses will have to be scheduled through the panel created by the agreement agree-ment and meet the guidelines of the museum. The bid for a sprinkling system sys-tem at the Arts Park was awarded to Custom Sprinkler, for $28,-400, $28,-400, with the project to begin by August 1 and be completed by September 6, and with the stipulation stipu-lation that if Custom Sprinkler cannot satisfy these contract dates, the bid shall be awarded to Schramm Landscaping, for $30,-238. $30,-238.
