A-- Springville farmer Bill Averctt points to debris in Hobble Creek near a railroad culvert west of town as he inspects the channel with Glen R. Larsen, candidate for a seat on the Utah County Commission. Mr. Larsen thinks river and creek channels should be cleared in the late fall to provide less expensive "flood prevention" as opposed to "flood control" throughout the county. Larsen advocates flood prevention, not control Successful Leland farmer far-mer and cattleman Glen R. Larsen has a new twist to an old saw. When it comes to snowmelt high run-off flows in Utah County's rivers and creeks, he believes $1 in time saves $10." The 54-year-old Democratic candidate for a four-year term on the Utah County Commission knows whereof he speaks. The usually placid but sometimes rampaging Spanish Fork River bisects the Larsen Family farm a couple of miles west of Spanish Fork. "I think we're making a mistake when we devote our efforts exclusively to 'flood control'," he said Monday. "What we really need to so is concentrate on 'Flood prevention'. "That way we'd spend far less money snagging and removing debris from the streams during periods of low flows while, at the same time, insuring that we'll be far more successful keeping the rivers in their channels during the spring when uncontrolled run-off comes roaring out of our beautiful canyons." Mr. Larsen complained that he finds little or no evidence of Utah County honoring an agreement signed in 1952 after the US Army Corps of Engineers completed extensive p?rrf inrTY fPfl fiT , I i Martin Conover, publisher of the Springville Herald, was the guest speaker at Kiwanis Club meeting last Thursday. He spoke on National Newspaper Week. channel clearance along the Spanish Fork and Provo Rivers and Hobble Creek between them. At that time, the county promised to maintain those channels in future years after the 1952 flood washed into Utah Lake hundreds of acres of valuable farm land adjoining ad-joining the rivers and the creek. The latter flows from Hobble Creek Canyon through Springville and into Utah Lake, "I just haven't found any signs in recent years of the county doing anything to keep the channels clear at the time when the work would be least expensive," he complained. "Instead, equipment has been rushed in at great expense ex-pense only when a flood threat exists. "That's no way to run a railroad." The candidate said most residents of the county haven't faced the devastation caused by "wild water." "But ask Payson people who were there in May of 1973 and they'll tell you what wild water did to their town and their canyon. "I'll search diligently without raising taxes to line the money needed to maintain river and creek channels throughout the county," he promised. "And, I'll see that the work's done when it's least expensive-in the late summer and early tall months. "I honestly believe that $1 timed right will accomplish ac-complish more than $10 spent under emergency conditions," Mr. Larsen added.
