WILSON WASHINGTON, Dec. 2 U,R) The federal government actually will pay out around $47,000,000,- 000 in thi fiscal year instead of the official budget spending figure fig-ure Of $43,500,000,000. And it will take in nearly $42,-000,000.000 $42,-000,000.000 instead of the budgeted budg-eted $38,000,000,000. Either way it Is figured, the deficit is expected to be more than $5,000,000,000. And whether it's good or bad in the long' run, that deficit is one of the reasons economists expect 1950 business to be vet? good, v k ... The - federal finances can be totaled up two ways. . One shows the total flow of money in and out of the federal government, and results in the higher figures. ' The -lower totals are derived from adding only things that are more or less "operating" expenses and receipts These are the figures fig-ures usually- used officially in considering the state of the federal fed-eral budget But there is nothing secret about the higher figures. They are compiled by the budget bureau bu-reau and labeled "receipts from and payments to the public." These figures have been largely ignored. But economists increasingly increas-ingly are considering them to be more significant than the regular budget figures. 1 The latest estimates based nn ,this method of computing the cash receipts and payments by the government show the following; follow-ing; . Receipts: $41,900,000,000. Expenditures: $47,000,000,000. . Deficit: $5,100,000,000. On the other hand, the regular budget estimates for fiscal 1950 are: Receipts: $38,000,000,000. And without fanfare he disappeared. $724,800 Worth .Of Improvements Added This Year Provo City Engineer Earl Con- der today reported that $724,800 worth of special improvements have been added to the city dur ing 1949. The six projects completed in elude: 27.9 miles of curb and gut ter: 4.2 miles sidewalks; 3.8 miles sewer; 4.7 miles waterlines; 9.5 miles street paving; 1.4 miles street widening. Special improvement districts are created where residents request re-quest them and property owners help pay the ; cost, Mr. Conder said. He said that improvements listed this year top those listed for any other year. Waters, artist an'd writer who drank poison and then sat down in his rooming house and wrote of his reactions, was written off by police as suicide today. Waters, 36, who police said was unemployed and separated from! his wife, was found half -unconscious in a hallway where he apparently ap-parently had staggered after the poison began to take effect. He died a half hour later in Albany hospital. . ', An official verdict said Waters drank insecticide, then sat down and penned his last article which read: "10:55 p. m. Full glass taste isn't bad. And that doesn't do it. Curious how a man holds onto life even when it is worthless. Turn out the lights. Smoke a bit and die. Ira quite aware of what I'm. doing." j-- Police said Waters left the suicide note on a table in his room. Beside it was a glass containing con-taining a green fluid and a. box of insecticide. Puppy's Whining Leads Searchers to Spot Where 2 Boys Were Buried by a Bulldozer New Rain-Making Technique Claimed By Research Men LOS ANGELES, Dec. 24 (U.R) The American Institute of Aerological Research today dis closed a new rain-making tech nique which it claimed is cheap er and more effective than me thods now employed. Institute head Dr. Iryih P. Krick said the technique, used in large scale tests in Arizona for the past two years, could lead to rainmaking by remote control. "I'm sure this is possible in view of the high level of development develop-ment in the field of electronics." he said. "Remote radio control would be simple. The institute said use of the new method quadrupled the rainfall rain-fall in a region south of Flagstaff, Flag-staff, ' Winslow and Holbrook, and nortn of Prescott. The technique uses mobile silver sil-ver iodine smoke dispensers, placed on the ground, and 'make obsolete the present use , of dry ice dropped by planes into cloud formations to produce rain, Krick said. .For $100,000, it is possible to produce the same amount of rain by use of the ground smoke dispenser di-spenser units which would cost $1;000,000 using airplanes dropping drop-ping dry ice pellets and silver iodine. Krick said each smoke dispenser dispen-ser used to disperse the silver icdide into the atmosphere .could produce rain in an area of about 240 square miles. The silver iodide itself costs about $20 a pound and the dispersal dis-persal unit uses about $2 worth of powder an hour. Krick envisions the time when by pushing a button in a weath- er bureau office, it will be possible pos-sible to make rain miles away. He said the entire rain-making unit could be moved in two large wheelbarrows. WICHITA FALLS, Tex.. Dec. 24 (U.RTwo little boys, killed when they were buried by a bulldozer, bull-dozer, may have lain unfound for ever had not a puppy's mournful whining led searchers to the spot, authorities said today. . The two five-year-old boys, ; Billy Rogers and Donnie Tolten.j disappeared yesterday afternoon. More than 1,000 persons joined1 a hunt for them in fear that they may have been kidnaped. Billy was the son of C L. Rogers, a well-to-do contractor. Donnie was the son of Mrs. Reba Tolten. His grandfather works for Rogers' construction company. Late in the evening, volunteer searcher H. W. Freeman noticed a puppy whining at a spot where a bulldozer had leveled ground earlier in the day. A power shovel, rushed to the scene,- found the boys buried in the earth. Billy's body was found, first under a foot of dirt and gravel. Ten minutes later Donnie was found under two feet of gravel. Budget director Frank Pace recently re-cently made the proposal. Johnson wrote Pace that all previous studies, both within and without, in "the defense department depart-ment had resulted in the conclusion conclu-sion that medical care of military dependents should be continued." But Johnson said the subject was complex and needed continuous con-tinuous review of the actual practices of the army, navy and air force in providing such care. He accordingly aDDOinted a com mittee -to "assure uniformity kv the matter among the three armed services. Dr. R. L. Meiling, defense medical med-ical director, was appointed chairman of the committee. Other members are assistant defense secretary W. J. McNeil and Gen. J. T. McNarney, defense "unity expediter."
