LEGAL NOTICE Summit Springs Salvage Project U.S. Forest Service Ashley National Forest, Flaming Gorge Ranger District Daggett County, Utah Located approximately approxi-mately 8 miles south of Manila, Utah within: with-in: T2N, R19E, Sec. 22, 23, 25 and 26, SLM; and T2N, R20E, Sec. 30, SLM. I have decided to authorize the commercial commer-cial salvage of approximately approx-imately 201 acres of dead and dying conifers coni-fers (predominantly Douglas fir). An incidental amount of live trees may also be removed for landings and skid trails while some live trees within 300 feet of Summit Springs Guard Station facilities and structures struc-tures will be removed to reduce hazardous fuels. Commercial operations will involve the use of chainsaws, harvesting equipment and standard log loading load-ing and transportation vehicles. Conifers will be salvaged down to an eight-inch dbh and a six-inch top. Slash will be lopped and scattered, and where excessive amounts exist, burned. Insects (primarily (primar-ily Douglas fir beetle) have caused pockets of substantial conifer (primarily Douglas-fir) Douglas-fir) mortality within the Summit Springs Salvage project area creating an opportunity opportuni-ty for the commercial salvage of these trees. Tree mortality and dense regeneration have also increased the potential for a high intensity stand replacement replace-ment fire, along with the increased risk of rapid fire spread. This has also increased the risk of fire damage dam-age or loss of Summit Springs Guard Station facilities and structures. struc-tures. Consequently, this project has three purposes: Provide an opportunity for commercial salvage, sal-vage, Protect Summit Springs Guard Station facilities and structures by removing nearby hazardous fuels, and Return the project area back to the desired Condition Class 1. This decision was Vernal Express and Uintah made after careful consideration of the proposal, public comments, com-ments, Forest Service specialist reports, Forest Plan direction and the best available science. This decision deci-sion was made under the authority noted in FSH 1909.15, 31.2... Category 12 (Harvest of live trees not to exceed 70 acres...) and Category 13 (Salvage of dead and or dying trees not to exceed 250 acres...). I have determined that this decision is appropriately appro-priately excluded from documentation in an environmental assessment assess-ment (EA) or environmental environ-mental impact statement state-ment (EIS). I have also determined that no extraordinary cir-custances cir-custances exist. This decision is subject sub-ject to appeal pursuant to Forest Service regulations regu-lations at 36 CFR215. Appeals must meet the content requirements of 36 CFR 215.14. Only individuals or organizations who submitted comments or otherwise expressed interest in the project during the' comment period may appeal.
