ALMA TAYLOR VEGETATION MANAGEMENT PROJECT Acting District Ranger Frank Fay has made the decision to implement the Alma Taylor Vegetation Management Project. This project will promote pro-mote aspen regeneration and structural diversity in lodgepole pine to benefit ben-efit mule deer populations, popula-tions, increase the quality of critical moose winter range, and improve northern north-ern goshawk foraging and nesting habitat The project will consist of a combination of mechanical mechani-cal and prescribed fire treatments on up to 3,516 acres. LEGAL NOTICE OF DECISION ASHLEY NATIONAL FOREST Berry 2006 Oil and Natural Gas Exploration Project Kevin Elliott, Forest Supervisor for the Ashley National Forest, has decided to approve the Surface Use Plan of Operations (SUPO) for 4 well pad locations, and up to 8 wells, being proposed for exploratory explor-atory oil and gas drilling drill-ing by Berry Petroleum. Berry Petroleum originally origi-nally proposed drilling drill-ing up to 29 exploratory oil and gas wells within the South Unit of the Ashley National Forest. However, the Ashley National Forest recently approved the Surface Use Plan of Operations for 21 of the proposed wells, via Statutory CE Category 1 of Section 390 of the Energy Policy Act of 2005. This decision approves the Surface Use Plan of Operations (SUPO) for the remaining 8 proposed wells. Specifically, this decision includes approval for the construction of well pads 11-10-65, 6-11-65, 6-6-64, and 5-3-64, construction or upgrading upgrad-ing of access routes to those pads, and drilling of vertical and directional wells from those pads, as described in the recent 2006 Berry EA. Should the proposed wells prove to be productive, this approval also includes installation of production facilities, and operation for as long as they remain productive and economically economi-cally viable. As part of this decision, I am requiring all of the mitigation measures and design elements included within the original proposed pro-posed action, or added to the proposed action during preparation of the 2006 Berry EA. Many of these measures are above and beyond those required by the proponent's lease stipulations, stip-ulations, but the proponent has agreed to implement them in order to minimize possible adverse environmental environ-mental impacts. I have decided to authorize autho-rize the use of prescribed fire and mechanical treatments treat-ments to reduce hazardous hazard-ous fuels within the Little Elk Summit project area defined above. I expect this action to move portions por-tions of the project area that are currently in a Condition Class 2 to a Condition Gass 1. I expect that the use of prescribed fire will also, in and of itself, begin to restore the ecological benefits ben-efits of fire back into the project area. Prescribed fire treatments treat-ments will involve the use of helicopter, wildland fire engine, ATV andor hand (drip torch) ignition techniques. tech-niques. Chainsaws andor other hand operated tools will be used to complete all mechanical treatments. Within the project area I expect to treat approximately approxi-mately 3,712 acres with prescribed fire and 818 acres with the mechanical removal of conifers. Slash created from any mechanical mechan-ical treatment will be lopped and scattered and left in place; or lopped, scattered and burned if excessive amounts of slash are created. There will be no road construction or development develop-ment of new user defined roads with the implementation implemen-tation of this project. The purpose of this proposal pro-posal is three fold: 1) To reduce hazardous fuels within the project area, 2) to reintroduce fire and its resulting ecological ben-. ben-. efits back into the project area where fire is used as a tool to reduce hazardous hazard-ous fuels, and 3) to maintain main-tain or improve wildlife browse areas. The Chief of the Forest Service has established categories of actions that can be excluded from documentation in an environmental envi-ronmental assessment (EA) or environmental Express, impact statement (EIS). This action falls under that authority FSH 31.2., Category 10 Hazardous fuels reduction activities using prescribed fire, not to exceed 4,500 acres, and mechanical methods for crushing, piling, thinning, pruning, cutting, chipping, chip-ping, mulching, and mowing mow-ing not to exceed 1,000 acres. On July 18, 2005 a scoping letter was sent to over 100 potentially interested personsorganizations personsorga-nizations providing an opportunity for comment. A second scoping letter was sent on November 1, 2005 (legal notice posted in the Vernal Express on November 2, 2005) that provided an additional comment period. Four separate entities provided substantive comments; US Fish and Wildlife Service, Utah Division of Wildlife Resources, Utah Environmental Congress and High Uintas Preservation Council. This law requires National Forests to complete National Environmental Policy Act (NEPA) provisions by 2010 on all grazing allotments that require analysis. This project will also authorize livestock grazing in a manner that will continue to meet or satisfactorily move range resources toward Forest Plan and AMP desired resource conditions. I .'.' f ' fa llB-tli - f-M I Talking with our teachers By Janine Shannon Express Writer Candace Nielson calls herself the "new kid on the block," and at age 21, she may be the youngest young-est teacher in the district for several years to come. As a second-year teacher at Discovery Elementary, Nielson teaches third grade this year and is clearly enthusiastic about what she does. Nielson grew up in Vernal and even attended Discovery Elementary. In fact, her kindergarten teacher still teaches kindergarten there. While attending Uintah High School, Nielson took advantage of opportunities offered to high school students by the Utah State University extension. exten-sion. She graduated from high school in 2003 as a junior and then transferred her college credits to Bringham Young University - Idaho, graduating two years later at the age of 20. Then she and her husband, Brian, moved to Vernal so he could start a construction business, busi-ness, Columbia Construction. Nielson was hired for her first teaching job, teaching fifth grade at Discovery, only five days before school started. She said it was scary because she did not know what to expect, but that the year went well. Then she switched to third grade. "Last year was good, but this year has been awesome," she said. Nielson liked the fifth graders because they were more responsible, but she said third graders grad-ers are loveable, partly because they are so excited excit-ed about learning. Third graders learn multiplication, multipli-cation, division, cursive, and about the moon, the earth, and gravity. Nielson said her students seem to love it. Nielson enjoys watching her students grow not only intellectually, but socially. She said that teaching can be discouraging sometimes, but moments of success are what keep her going. "It's exciting to be a part of my student's everyday life," she said. As a family person, Nielson loves spending spend-ing time with her niece and nephews. She also enjoys making crafts like quilts and other projects, proj-ects, as well as being outdoors. Camping, boating, boat-ing, snowboarding, wakeboarding, and riding her motorized scooter around town are among her favorite activities. Nielson's family still lives in Vernal, and she said that even though the town has changed in the past few years, it will always be home. She said she loves the people in Vernal, the small town atmosphere, and the fact that bigger cities are about three hours away. ' 1 Nielson is currently working on her master's tors for the oxidation ditch, motors for the clari-fiers, clari-fiers, and motors for the Return Activated Sludge (RAS) Pumps.
