Management of Waste, Earthwork, and Reclamation of Oil and Evaporation Pits at the Former Navanick Oil Disposal Facility. In October 2004, the U.S. Department of the Interior Bureau of Indian Affairs (BIA), the U.S. Environmental Protection Agency (EPA), and the Ute Indian Tribe removed non-waste and waste material from the former Navanick Oil Disposal facility (also known as the EagleHawk Oil Disposal facility) located on the Uintah and Ouray Indian Reservation in Duchesne County, Utah. Non-waste material mate-rial included scrap metal and miscellaneous abandoned aban-doned equipment and debris that could be removed without first being cleaned of residual oily wastes. Waste material mate-rial included a metal tank that required removal and off-site disposal of residual oily wastes before it could be dismantled dis-mantled and removed as scrap material. Mike McCartney will be Vernal City approves landscaping changes The Vernal City Council voted to approve proposed changes to the ordinance concerning landscaping around industrial buildings. The change requires that an area consistent with five percent of the size of any industrial building will be landscaped. A minimum of 60 percent of the landscaped area will be visible to the public. Council member JoAnn Cowan said she would like to see changes made that would require existing businesses in downtown Vernal to improve the appearance of the commercial com-mercial areas of the city. This could be something as simple as placing potted plants in front of the business busi-ness or as extensive as removing some of the pavement and putting in grass. Other council members did not agree and Cowan's suggestion sugges-tion was not approved. In other business, the council coun-cil voted to purchase a used Ford Explorer for the Vernal City Police Dept. to replace a vehicle that was recently totalled. Chief of Police Gary Jensen proposed the purchase of the Explorer based on its price and his experience with Explorers in Davis County. Councilwoman JoAnn Cowan cast the only dissenting dissent-ing vote. Cowan said she would prefer to purchase a used Crown Victoria at a slightly higher price because it would save on gas in the long run. She said it makes no sense to go to the expense of a four wheel drive vehicle for a small town police department. Mayor William Kremin noted that some vehicles are too small to hold all the equipment needed by the police. City Manager Ken Bassett said that is the situation Courtesy of Hollis Haws Did you know that it takes a special spe-cial kind of person to be a guard for the Tomb of the Unknown Soldiers? These are a few of the requirements for the job: For a person to apply for guard duty at the tomb, he must be between five foot ten and six foot two inches tall. His waist size cannot can-not exceed 30 inches. The soldiers takes 21 steps during dur-ing his walk across the Tomb of the Unknowns. This alludes to the 21 gun salute, which is the highest honor given any military or foreign dignitary. The soldier hesitates after his about face to begin his return walk for 21 seconds for the same reason. The soldier's gloves are moistened moist-ened to prevent losing grip on his rifle and he carries the rifle on the shoulder away from the Tomb. After his march across the path, he executes an about face, and moves the rifle to the outside shoulder. The guards are changed every thirty minutes during the summer (April 1 to Sep. 30), and every hour during the winter (Oct. 1 to Mar. 31), seven days a week, 24 hours a day, 365 days a year. During the hours the cemetery is closed, the guard is changed every 2 hours. Guards generally serve a one year tour at the tomb, but there is no set time for service there. They cannot drink any alcohol on duty. They cannot swear in public and cannot disgrace their uniform or the tomb in any way. After passing a series of tests, and serving for nine months, the guard is given The Tomb Guard Identification Badge. The Badge is a full-size award, worn on the right pocket of the uniform jacket. Over 500 have been awarded since the late 1950s. The shoes are standard issue military dress shoes. They are built the new chaplin and Mack McCarrel will be the junior vice commander. Former Chief of Police Mike . Hamner had looked into purchasing . Explorers for the department but rejected the idea because the vehicles vehi-cles would not accommodate some of the larger officers. Assistant City Manager Russ Pearson presented a transportation master plan that includes an extension exten-sion of Main Street from 1500 W. to 3500 W. The plan also calls for proposed pro-posed corridors to prevent building build-ing development that would lock in some areas of the city with no access to streets. The council decided decid-ed to turn the master plan over to the city attorney for review as several sev-eral legal questions arose during discussion. Pearson informed the council that a grant of $50,000 to extend the Women's Crisis Center has been approved. The funds will be used to add two more bedrooms and one bathroom to the existing building. Required environmental assessments, assess-ments, designs, specifications and allocation of funds will require several sev-eral months before construction actually begins. Pearson said it may be next spring before work begins on the addition. Bassett said he has talked with the Community Impact Board (CIB) about getting funds for a new, much larger crisis center. He said the CIB has never funded a project of that type but board members are willing to consider the proposal. up so the sole and heel are equal in height. It is a shank of steel attached to the inside of the face of the heel build-up on each shoe. It allows the Sentinel to click his heels during certain movements. move-ments. If a guard change is really hot, it is called a "smoker" because all the heel clicks fall together and sound like one click. In fact, the guard change is occasionally done in the "silent" mode (as a sign of devotion to the "Unknowns"). No voice commands - everything is done in relation to the heel clicks and on specific counts. There are no wrinkles, folds or lint on the uniform. A " lot of duty time is spent studying the 175 notable people laid to rest in Arlington National Cemetery. A guard must memorize who they are and where they are interred. Among the notables are: President Taft, Joe E. Lewis, Medal of Honor winner and boxer and Audie Murphy, the most decorated soldier of WWII. The Tomb of the Unknowns has now been patrolled 247 since 1937. Smith was elected as the new commander.
