PUBLIC NOTICE Taylor Mountain Grazing Allotment. Request for Comments. The Vernal Ranger District proposes to reauthorize reau-thorize grazing on the Taylor Mountain allotment allot-ment on the Ashley National Forest In compliance com-pliance with Public Law 104-19 section ' 504(a), the purpose and need is to analyze the effects of livestock grazing on the Taylor Mountain allotment allot-ment to determine if livestock live-stock grazing is still an appropriate use of these lands and resource conditions condi-tions are achieving site-specific site-specific desired ecological ecologi-cal objectives. Livestock are currently grazing on suitable rangelands within this allotment and desired condition is to continue livestock grazing graz-ing as directed by the Forest Plan (1986, pgs. II-9 II-9 and IV-3) while maintaining main-taining or moving existing exist-ing resource conditions toward desired ecological conditions. As a part of reauthorizing reauthoriz-ing livestock grazing, the proposed action would incorporate an adaptive management strategy. This strategy was developed devel-oped by an interdisciplin-. interdisciplin-. ary team of resource specialists spe-cialists and is a planning and monitoring process that identifies desired resource conditions and establishes management standards and mitigation mitiga-tion measures that would maintain or move unsatisfactory unsat-isfactory resource conditions condi-tions toward desired condition. con-dition. The site-specific management standards and mitigation measures would be incorporated within existing livestock grazing permit, revised Allotment Management Plan, and would compliment compli-ment existing Forest Plan standards and guidelines. The District Ranger will determine whether or not the decision may be categorically excluded from further analysis following fol-lowing a review of specialist spe-cialist reports, biological evaluationsassessments, public comments, and other pertinent analyses. If the allotment qualifies for categorical exclusion, it is my intention to issue Decision Memo for the identified grazing allotment allot-ment under the recently approved authority grant- ed the Forest Service by the U.S. Congress ; in Section 339 of the j FY 2005 Consolidated ; Appropriations Act (PL. 108-447). This legisla-' tion provides that certain decisions to authorize allotment grazing shall be categorical excluded (CE) from documentation in environmental assessment and environmental impact statements under the National Environmental Policy Act (NEPA). Those criteria include: 1) the decision continues current grazing management; manage-ment; 2) monitoring indi cates that current grazing management is meeting, or satisfactorily moving toward, objectives in the land and resource management man-agement plan, as determined deter-mined by the Secretary; and 3) the decision is consistent con-sistent with agency policy concerning extraordinary circumstances. Decisions issued under the authority of Section 339 of the FY 2005 . Consolidated Appropriations Act are not appealable under 36 CFR 215. Permittees may appeal this decision under 36 CFR 251.
