Bjornson, Ph.D. Express Sports Writer As we come down the final stretch of summer, it is still important to remember to practice safety and use preventive measures in all water sports. I recently had the opportunity opportu-nity to make the water patrol rounds on Red Fleet with Mike Murray, Assistant Park Manager at Steinaker and Red Fleet State Parks. Gratitude is expressed to Mike for the scenic lake and paleontology tour. Murray emphasized that prevention preven-tion could have saved many lives nationally. Statistics indicate that nearly 80 percent of people who drowned in boating accidents would have survived if they were wearing wear-ing a personal flotation device, or PFD, (also known as a life jacket). Anything that is 80 percent preventable prevent-able should not happen, but unfortunately unfortu-nately it does. Matching the right type of PFD to the water recreation one is engaging in is also important. Type I offers the most flotation and can support your head, keeping you upright if you were knocked unconscious. This should be used for river rafting, raft-ing, open or rough waters. Type II and Type III are intended for calmer inland waters, Type IV PFD, required on boats 1 6 feet and longer, is a throwable device that can be grasped and held by the user. Type IV PFD looks like a small belt pack that has a water activated C02 cartridge. car-tridge. All PFD's must be US Coast Guard approved. Utah State law requires 12 year olds and under to wear a PFD while boating. Some people may not be exactly sure as to what is considered a boat. The Utah Boating Act defines a boat as any type of watercraft used or capable of being used as a means of transportation on the water. Personal watercraft, rafts, float tubes as well as "kick" boats are subject to Utah's boating laws and rules. 12 to 15-year-olds need to have parental supervision to operate personal watercraft. State law also requires 12 to 1 7-year-olds, who operate personal watercraft, to take a safety course offered through the State Parks Department. Recent surveys indicate that more than 80 percent of registered boat owners in Utah have not completed complet-ed a boating safety course. Adults are encouraged to take this course as well. This is available as a home study boating boat-ing safety course. Safety brochures, covering specific boating laws, are also available through the state. In terms of alcohol and boating, alcohol is allowed on boats, however how-ever the driver cannot consume it. If caught and convicted, it is considered consid-ered a DUI and you will lose your driver's license as well. Other safety considerations include not running the motor if there is a swimmer anywhere any-where near the propeller, having a fire extinguisher on board, which is required. Boats are highly flammable flamma-ble and can burst into flames very quickly. Also be careful around fuel. You need to have a ventilator which removes explosive vapors from engine and fuel tank compartments. For inboard motors, you need a backfire flame arrestor on the carburetor. car-buretor. Boats also need navigation lights if operating between sunset and sunrise. Regarding swimming safety, always use good judgment. While on patrol at Red Fleet, another State Park ranger had to speak with a dad who was teaching his kid to swim in 25 feet of water. An interesting inter-esting but sobering statistic is that about 4,000 men drown each year in this country, four times more frequently fre-quently than women. The reasons include the greater likelihood that men will swim alone, drink alcohol before swimming or while boating and men are more likely to swim in rivers, lakes and oceans, as well - A r "-'- . Younger males are more likely to take risks when swimming and overestimate their swimming ability. While I rode with Mike Murray on patrol at Red Fleet, he had to remind a group of boys, perched on a low cliff, that jumping from the cliffs is prohibited and they would receive a citation if they did so. Fortunately, there have been no drowning deaths for several years at either Steinaker or Red Fleet State Parks. Use good judgment, common com-mon sense, risk prevention and enjoy your water activities the rest of the summer.
