As a police officer Ovard "has been the best thing that has ever happened to the city of Kamas," said Kamas City Councilor Dan Littledike. "It all depends on how it works out as far as which count and which charge he is convicted of, if any." Littledike said, about Ovard's status as chief. Ovard would not comment and referred calls Wednesday to Gerry D'Elia, a Park City attorney. Ovard has worked lor nine years for the Kamas Police Department, which has one other full-lime officer. Ovard was booked into jail for domestic violence assault and unlawful detention, both misdemeanors. Siddoway said. "Probable cause developed in the course of the investigation that led to the arresl... if the elements of domestic violence are met, a peace officer is basically commanded to make an arrest," he said, adding that investigators are determining whether as a police officer Ovard's actions were justified. "As with any alleged assault or domestic violence or unlawful detention we conduct a thorough investigation." Ovard was released from jail after posting $2,405 bail. "We'll probably be seeking some outside county attorney's review ... ethically, I'm prohibited from doing so," Summit County Chief Prosecuting Attorney David lkickey said. "We've previously had [Ovard j as a witness in many cases in which he was the stale s sole witness." Prosecuting Ovard would create a conflict of interest for the Summit County Attorneys Office, Briekey said, adding that he filed a motion to extend the deadline to file charges against the chief until April 5. "I can't see where there would be a felony," he said, about potential charges. 'Hie state Peace Officers Standards and Training (POST) department must determine whether the allegations will affect Ovard's status as a cop. Briekey said.
