By TOM HARALDSEN CENTER VILLE--A problem that has plagued residents in some parts of this community for many years is that of subsurface water. More accurately, it has been the problem of flooding of basements and homes caused by that water. For the first time, the Centerville City Council has seemingly taken a more-than-casual interest in that problem. Action Tuesday night by the Council may pave the way for eventual formation of a special service ser-vice district to deal with subsurface drainage problems. The Council was approached by residents Wade Wayment and Daniel Ditto with a petition seeking the City's help in alleviating the subsurface water problem. The residents sought the City's acceptance accep-tance of responsibility for maintenance of the subsurface water distribution system in their neighborhood. As with many housing developments, de-velopments, The Willow Farms Estates Plat D subdivision where these residents live has no record of a homeowner's association mat has accepted responsibility for maintaining main-taining the drainage system. The posture of the City Council in the past has been to deny responsibility for such systems, but that could be changing.
