Each year during late February and early March, a few weeks before the election of the new ASUU officers, the key positions in many student government committees are filled by LAME DUCK appointments. The outgoing administration administra-tion makes some key committee appointments before the new officers take over the reins of the students government in April. The incoming officers, those who should rightfully supervise super-vise the work of next year's committees, have no say in the LAME DUCK selection of committee chairmen. These appointments ap-pointments are justified by the claim that the committees need more time to work on their projects than would otherwise other-wise be available if appointments were held for the new officers. The idea that a few weeks delay in the committee chairmen chair-men selection would hinder the committees' function is unlikely. un-likely. Those few weeks include dead week, finals week, spring break and Challenge week. The Chronicle believes the major disadvantage in LAME DUCK appointments is that newly elected ASUU officers will be bound by these appointments during the coming com-ing year. Many unnecessary disagreements between LAME DUCK appointments and new ASUU officers could result especially if the beliefs and proposals of the new administration administra-tion oppose the previous. The disagreements could be avoided if new appointees are aware of new ASUU policies before they are appointed. Since it is impossible for the current officers to instruct committee com-mittee chairmen on the incoming officers' policies, new officers offi-cers should appoint their own committee chairmen. How can new studentbody officers effectively change policy when they are faced with a flock of LAME DUCKS? Incoming ASUU officers will be able to adjust to office and make appointments since most of them have been involved in-volved in student government before or will seek the advice of others. The current officers should do no more than call for committee com-mittee chairmen applications that need to be appointed early, make every effort to gather information on the applicants and make recommendations to the new officers. They should not, however, make the appointments. |
