J Barely has a proposed amendment to the Utah Constitution Con-stitution enjoyed such broad based support,' Raymond Hixson, chairman, Citizens for Effective Government, stated as his statewide organization or-ganization launched efforts ef-forts to create greater public pub-lic awareness of ballot proposition 2. Proposition 2 amends the Tax Article of the UtahCon-stltution UtahCon-stltution by repealing the livestock Inventory tax and by enabling the legislature to cut property taxes on owner own-er occupied dwellings, tax new energy projects and provide pro-vide greater support for public pub-lic education. The Utah House of Representatives Rep-resentatives voted overwhelmingly over-whelmingly to place the measure on the ballot. The State Senate was unanimous in Its support. The amendment isn't understood un-derstood at first glance and in comparison to ballot initiatives ini-tiatives A and B could be confused, Hixson said. Inia-tive Inia-tive A is the removal of sales tax from food. Initiative B is a property tax rollback. Almost all who have taken the time to understand Proposition 2 support it. Governor Scott Matheson and his opponent Bob Wright, Lt. Gov. David Monson and his opponent Moroni Jensen have endorsed the measure. In fact, only one group, the Utah Mining Association has taken a public stand in opposition to the measure. The Utah Cattleman's Association, As-sociation, Farm Bureau both support It.
