' However It will be necessary neces-sary to file another application appli-cation with the agencies, with up to date information. The last application was filed two years ago. The City hired Valley Engineering En-gineering at the last meet-' meet-' ing to be engineers on the new well and chlorlnator, which the State Health Dept. says must be under construction con-struction before the present rating runs out January 1st, 1980. The city's present rating Is pending until Jan. 1st, but the Health Department Depart-ment has said they would not extend it beyond that time. If the funding is now available, avail-able, however, the city could complete the entire project which includes the well, chlorlnator, storage tank and extension of water lines to the industrial park. But this could cause a delay and possibly pos-sibly get the city on an unapproved un-approved rating. By delaying an immediate start on the project until funding is approved the cit can use the $170,000 in bonds voted for water improvement as matching funds. But ii they go ahead with the project the money already spent could not be used to match, therefore probably forcing another bond election to complete the project if funding fund-ing is approved. Mayor Young volunteered to talk to the State Health Department to see If they will go along. Periodically for years, the city water samples have come up with a bad test. Succeeding sam -pies generally are okay. No cause of the bad tests has ever been found. The city has been in a battle with the Health Department for years over chlorination. The battle resulted in an unapproved rating a couple of years ago, which was lifted for the pending pend-ing rating when the city agreed to chlorinate the water wat-er system. The present system sys-tem has defied adequate chlorination facilities, and lack of funding has delayed the well, chlorination and storage tank construction. After more discussion dis-cussion Turner moved to sell the property to Park Motel and Maxey seconded the motion. Attorney Kanell noted that there might be some council coun-cil members with a conflict of interest. He noted that Swain worked under Pettey, and Bradshaw was a partner and brother -in -law of Apple -gate. He said they should state their conflict and determine de-termine if it would interfere with their decision in this matter before voting or not vote. Swain stated he did not feel he had a conflict that would interefere with his vote, but would abstain to avoid the possibility that someone might contest the vote. Bradshaw said he did not have a conflict because he was not a partner in the Hart -ford Properties, which made an offer, even though he was in partnership with Apple -gate in other ventures, besides be-sides being his brother-in-law. Mayor Young called for the vote, with Turner, Maxey and Yount voting in favor of the sale to Park Motel, Bradshaw against, and Swain abstaining. In other business the Council subscribed to a com -puter service with Gubler 6 Son, Cedar City; approved a Class C beer license for Hong Kong Cafe, discussed repairs at library & drainage drain-age of the new improvement district and on 100 East. Maxey noted that Channel 7 had changed it's UHF channel chan-nel from 71 to 63, and that the other stations would be changing later. HERE'S MORE ABOUT ' 1 City Council ticing. He favors instead tax incentives on savings and to modernize industry. 1 He supports the MX missile, but not deployment in Utah and Nevada. He favors plac -ing it in existing minuteman silos andor on submarines, with a launch under attact concept. He asked Council about federal funding and answered their questions. Lee Pettey met with the Council to answer questions about Park Motel Partnership's Partner-ship's offer to purchase 75 feet of city property adjoin -feet of city property adjacent adja-cent to the Park Motel. The proposal offers $50. a front foot, and agrees to start construction con-struction by January 1st, 1982 on a motel extension, restaurant and other facilities. facili-ties. If the Park Motel fails to build as proposed, the city can claim the property prop-erty by refunding the purchase pur-chase price. Considerable discussion arose, with Bradshaw and Yount arguing that the property prop-erty should be declared surplus sur-plus and advertised, while Turner, Swain, Maxey and Mayor Young argued that they didn't want speculators to purchase the property, and hold it, and the Park Motel proposal would provide pro-vide needed services for the community.
