Show Industrial developers off & city proposal Dale Carpenter and Robert Rob-ert Norton, of Norton -Heal -Carpenter Industrialists, met with the Council with a proposal to take an option on the Milford Industrial Park. As industrial developers they then would search for potential Industry for the park, then either sell them the needed space to build or build for the industry and lease the property back to the industry. The highly recommended firm is involved in four other industrial parks in Utah, including in-cluding one on 21st South in Salt Lake City, Logan and Park City. They said Milford Mil-ford would be their only involvement In Southern Utah and that if would complete com-plete their portfolio when contacting potential industry by giving them a choice of locations, each with their own special advantages. While the Council was quite congenial, they rejected re-jected the original proposal on several counts. Carpenter Carpen-ter explained that the proposal pro-posal was simply a starting place and that they expected expect-ed the city would write performance per-formance criteria, and that the offered price of $21 6,000 was just a starting point. However, they warned, the price should be kept as low as possible, because the Milford Mil-ford Park will have to be competitive with every other city in Utah. They said if agreement could be reached with the city, they would redesign the park to make it more marketable. They rejected the design done by the FCAG as not practical for an industrial in-dustrial park. They will then develop a marketing plan, analyzing human resources, re-sources, labor, transporta- t ion, etc. The next step would he to target industry that miftht want to locate in Milfoni, and which would be a desirable addition to the community. When all that is accomplished, they would then make personal contact with the industries. Ronald Johnson met with the Council representing Valley Engineering, of Richfield Rich-field and Delta, which wishes to be retained as the city's consulting engineer. He said the firm would consider opening an office in Milford at least two days a week. Mayor Young recommended recommend-ed the firm be hired for the water project, to drill a new well and build the chlorinating chlor-inating facilities. The State Health Department has notified noti-fied the city that the temporary tempor-ary rating will not be extended ex-tended beyond January 1, 1981. Turner moved to hire the firm for the job, and it passed unanimously. They will consider retaining the firm at a later date. The Planning Commission Commis-sion minutes were read and recommendations approved. A variance was given Ken Myers to place a trailer on his 25 X 150' lot. A class C beer license was approved for the S & J Bar, formerly Fergies, to Sandra and Jerry Mulkey. Resolution 22-80 was read and passed adopting the Land Use and Housing Element Update to the Master Plan. They discussed sale of 75' of city property to the Park Motel. A request will be made for the Motel Group to present plans for development de-velopment and be willing to sell the property, but Bradshaw Brad-shaw and Yount want to put the property up for bid, while others feel that it should be sold to someone who will develop it to the best interest of the community, and not use it for speculation. They discussed an amendment amend-ment to the annexation policy, "which would require water with any annexation. The discussion dis-cussion centered on whether the amendment should specify spec-ify an amount of water or whether the amount should be left up to the Council at the time of annexation. |
