The BLM told them they couldn't do it. The major concern I had was, frankly, would there be any violence. And if the BLM director had been able to persuade the U.S. Attorney Attorn-ey and others that armed federal marshals should come in, I think there could have been some real difficulties diffi-culties down there. As it was, I think they had to pretty well back off, and I hope we can keep them backing off. I. am tired of we're going to have conflicts. con-flicts. Now I might mention men-tion with regard to the problem prob-lem in Moab, the people down there wanted to main- Recently Ronald Reagan Rea-gan spoke in favor of MX but against both proposed types of deployment - race track and grid. How is his stand different from yours? HATCH: His stand isn't different from mine. He did speak out against the race track definitively, and as I recall he indicated that the grid had to be studied. The grid does have some potential and some possibilities, possibili-ties, one of the best of which ls that it could put tremendous tre-mendous pressure on the Russians to spend hundreds ' of billions of dollars trying try-ing to keep up. But as far as the MX itself, I think he pretty well agrees that the MX is essential to our national security. The real question really does come down to the mode of deployment deploy-ment and how we resolve the impacts that will occur in whichever state or states the MX is deployed. If Governor Reagan is elected President, how will it affect the chances of your Sagebrush Rebellion Bill. HATCH: I hadn't talked with Gov. Reagan before he spoke about the Sagebrush Rebellion Bill, so you can Imagine how gratified I was when he stood up and said 'I support the Sagebrush Rebellion.' Re-bellion.' I think that should give great impetus to the Sagebrush Rebellion when he becomes President and we will of course do everything in our power to push that bill through. We are sick of the way our people are being treated in Utah on all ends of the spectrum, from those whose main concern happens to be the environment, environ-ment, to those who really be- , lieve in reasonably well balanced bal-anced development. We feel that Utah is really being dumped on, and really the focal point - the thing that has brought this to the at-' at-' tention of everybody on all edges of this issue - is the MX missile. If we own those lands out in the West Desert, we wouldn't have the federal government dictating dic-tating to us what we have to have in Utah. They would have to come and work with us, satisfy our needs and our desires and, you know, approach it from a whole different standpoint. I think Gov. Reagan's statement has helped us this last weekend. How can we avoid future Sagebrush Rebellion conflicts con-flicts like the one this past weekend in Moab? Well, you can't avoid them because the conflicts are written into the law. The law requires BLM officials to take over functions that have traditionally belonged to the local government. There is some question whether those requirements in the law are really constitutional. con-stitutional. And until the constitutional questions are decided in court, the conflicts con-flicts will remain in the law. Whenever BLM people peo-ple try to assume functions that have been duty and privilege pri-vilege of local governments |
