Too I Back in the days of World War I, Tin Pan Alley turned out a song that was quite popular popu-lar at the time, asking to music mu-sic "How you gonna keep 'em down on the farm after they have seen Gay Pareee?" This of course, had no ecological eco-logical or economic overtones, but referred to the imputed delights de-lights of the French capitoL But recently in their meeting in Wyoming, the Western Conference Con-ference of governors reversed this question to ask how can they be kept away from the big, overcrowded cities. In a very concisely worded resolution, the governors stated, stat-ed, "The United States needs to develop a national policy on voluntary population distribution. distribu-tion. It is now projected that the population of the United States will rise from 200 million mil-lion at present to more than 300 million by the year 2000. Our nation has practiced population popu-lation distribution Incentives in the past through such devices de-vices as the Homestead Act. A new and fresh approach to population pop-ulation distribution at the present pres-ent time Is needed." The governors were quite critical of the Federal government's govern-ment's lack of action. The Federal Government, through its Inadvertent and uncoordinated un-coordinated plannings and programs, pro-grams, is one of the major factors fac-tors in creating population Imbalance" Im-balance" the resolution states. There is little doubt this viewpoint will be taken to the NiUonal Federation of Independent Puslnes September meeting of the National Na-tional Conference of Governors. Although the Western governors gover-nors are Inclined to blame the Federal government for the catastrophe which has overtaken over-taken the cities with the resulting re-sulting decline of rural America, Ameri-ca, there are many in the Congress Con-gress who have been aware of the problem and have been attempting at-tempting for some time to correct cor-rect the situation. Senator James Pearson of Kansas, Representative Keith Sebelius of the same state, as well as Congressman Joe Evins of Tennessee, chairman of the House Small Business Committee, Com-mittee, have legislation pending pend-ing supported by many co-sponsors, co-sponsors, to provide tax incentives incen-tives for new employment giving giv-ing enterprises that locate in the rural areas. This legislation Is supported by the nation's independent business people voting through the National Federation of Independent In-dependent Business. Hundreds of the nation's independent in-dependent radio stations, airing messages voiced by Lome Greene, Ken Berry, Shirley Jones, Clu Gulager, and others, oth-ers, support the drive to produce pro-duce jobs in the rural areas under the heading of "Operation "Opera-tion Build America". Chief opposition comes, apparently, ap-parently, from a coterie of Washington bureaucrats who cannot conceive of anything working unless there is pumped into it a lot of tax money controlled con-trolled by them. t |
