However, if he cannot reach that concept, with its sure rewards, in his relationship with his fellowman, I believe that the disciplines of the forces of the law which have come down to us through the centuries as honors able and effective rules of conduct should control his actions. I BELIEVE That men are responsible for their acts; that the Law is chiefly designed to hold us to an accountability to ourselves and to others, in contractural relations as well as in acts of a criminal nature. I BELIEVE That each of us has certain rights, exercisable in the traditional American framework of freedom, looking toward the ultimate growth of the individual, indi-vidual, his family and his Country. These rights have their origins in the moral codes given us by God from antiquity, in our Constitutions and in our Legislative enactments. That these rights are limited in their exercise by the equally important rights of others. In our growing society where we find ourselves almost rubbing elbows with each other, it is undeniable that the function of the law is to guarantee to the individual the greatest expression of his rights while not diminishing the rights of others. I BELIEVE That crime not only brings great financial loss, anguish and heartbreak to the victim, but that it is also manifestly destructive to the criminal himself. In all categories of crime and at all levels, I am committed to the strictest application of the law as it now prevails. On the other hand, I look, as the law itself looks, to the ultimate goal of rehabilitation and the return to productivity of the criminal after he has been promptly and fully punished. I BELIEVE That all who use or sell narcotics should be made to pay the full penalty of the law. While drug addiction has been with man throughout history, in just a few, short years it has developed into terrifying proportions. The nightmare of addiction in the young is achieving a frightening dimension that can consume the whole life force of future American generations. (And if you do not believe this, visit the psycho ward in any major hospital and see the mindless young ones who are wandering, violent and lost.) I am totally dedicated to the defeat of this enemy, narcotics. The means for this victory lie in part in education, medical therapy, encouragement and compassionate com-passionate help. But today, with the floodwaters at our threshold, the-answer the-answer is in the strict and full enforcement of the laws as they now stand. I BELIEVE That the right to dissent as provided by the Constitution of the United States has, in the hands of some, become a license to destroy. Evidence of this tragedy, this breakdown in law and order, is commonplace on the campus and in the streets throughout the land and the time has come to put a stop to it. Lack of decision, permissiveness and soft handling of criminals crim-inals continue to breed total disrespect for the rights of others; and if the trend continues, the law enforcement agencies and the courts are to blame. I believe in the right to dissent, but the limits of dissent are clearly set forth in the laws. I intend to enforce these laws. I BELIEVE That when men engage to perform services or supply goods for others, they should be held to the spirit and the letter of their contracts. Some few still deal in "sharp practice" to the detriment of their victims, and redress in the courts is required. Even moral and upright members of the business community sometimes disagree with each other on contractual matters, and at this time a third party, the Court, is necessary to fairly and equitably equi-tably adjudicate the dispute. The law in these cases is for the mutual protection pro-tection of the rights of all concerned, and I will so apply it. I BELIEVE That when persons are injured through the negligence of others; or when property is destroyed by the carelessness, wilfulness or negligence of others, the injured party should lie fairly compensated for the loss by the individual causing the loss. I BELIEVE That justice delayed is not justice at all but is something counterfeit. It is imperative that cases move through the courts with greater speed than heretofore and that the court calendar becomes current. Such speed should l:c used prudently, with justice being the goal we reach for first. This is the basis of the philosophy that has governed my life and my twenty years of law practice. It is the same philosophy that will motivate my decisions thai will affect your life and the lives of those you love, should you see ft to place me on the District Court Bench. Since the role of Judge demands maturity, responsibility, and complete fairness to all, I cannot and indeed will not pursue the matter of being elected to the Bench upon any other set of standards or plan of conduct.
