The Berlin cor respondent of the S'aats Zeitun wires the following: "I am informed from an unquestionable unquestion-able source that after the surrender of Iloilo, the Spanish general tried to induce in-duce the German eoimsul at Manila and the German vice-consul at Iloilo to take charge of the protection of the private interests of the Spaniards. '"The two consuls wired to Berlin for instructions and received the following follow-ing answer: "The German empire, being a neutral neu-tral power, is not in a position to take charge of functions which could easily be construed as partiality to Spain. All we endeavor to obtain in the Philippines Philip-pines is protection and unrestricted movement of our commerce. Since we see that both are secured under the United States flag, we are fully confident confi-dent that there will never arise a situation situ-ation which could cause us to deviate from the strictly neutral attitude observed ob-served b' us up to this day.' " The correspondent adds that the Washington government has been in. formed of this declaration. |
