Constitutional Amendment No. 3 A Joint Resolution Proposing an Amendment Amend-ment to Section 8, of Article X, of the Constitution Relating to the State Board of Education. (Superintendent of Public Instruction.) B it resolved by the Legislator of the State of Utah, two-thirdi of all the member mem-ber elected to each house concurring therein : SECTION 1. That it is proposed to amend Section 8, of Article X, of th Con-titution Con-titution of the StaU of Utah, as follows: ! SECTION 8. The general control and aupervision of the Public School System 1 shall be vested in a State Board of Education, Educa-tion, consisting of such persons aa the Legislature may provide, - SECTION 2. The Secretary of State Is hereby directed to submit this proposed amendment to the electors of the state at the next general election in the manner provided by law. SECTION 1. Constitutional Amendment No. 4 A Joint Resolution Proposing an Amendment Amend-ment to Section 18, Article XII of the Constitution of the State of Utah, Relating Relat-ing to Liability of Stockholders of Banks. Be it resolved by the Legislature of th State of Utah, two-thirds of all the members mem-bers elected to each of the two houses oting in favor thereof: SECTION 1. That it Is proposed to amend Section 18, Article XII, of the Constitution Con-stitution of the State of Utah, so that the same will read as follows : SECTION 18. The Legislature may pro-ride pro-ride by law that the stockholders in every corporation organized for banking purposes, pur-poses, or the holders of any one or more of the classes of stock issued by any such corporation, in addition to the amount of capital stock subscribed and fully paid by them, shall be individually responsible for an additional amount not exceeding the mount of their stock In such corporation, or the amount of their stock of any parti cular ahus in such corporation, for all ha debts and liabilities of every k nd. SECTION 2. The Secretary of Stat is directed to cause this proposed amendment to be published as required by the Constitution Consti-tution and to be submitted to the electors of the atate at the next general election In the manner provided by law. SECTION 3. If approved by the electors of the state, this propoced amendment shall take effect on the first day of January. 1987. Constitutional Amendment No. 5 A Joint Resolution Proposing to Amend Article XIII, Sectirn 2 of the Constitution Constitu-tion of the ."tate of Utah, as Amended at the General Election in 1930 Relating to Taxation of Tangible Property, Ascertainment Ascer-tainment of Value, Exemptions, and th Annual Tax for the State. Be it resolved by the Legislature of the State of Utah, two-thirds of all members elected to ach House and two-thirds of all members of each House concurring therein : SECTION 1. That it is proposed to amend Article XIII, Section 2 of the Constitution Con-stitution of the State of Utah, as amended at the general election in 19S0, to read as follows : SECTION 2. All tangible property in 1 the State, not exempt under the laws of th United States, or under this constitution, shall be taxed in proportion to its value, to be ascertained as provided by law. The property of the United States, of the State, counties, cities, towns, school districts, municipal mu-nicipal corporations ajid public libraries, lots with the buildings thereon used exclusively, exclu-sively, for either religious worship or charitable char-itable purposes, and places of burial not held or used for private or corporate benefit, bene-fit, shall be exempt from taxation. Water rights, ditches, canals, reservoirs, power plants, pumping plants, transmission lipea, pipes and flumes owned and used by individuals indi-viduals or corporations for irrigating lands within the state owned by such individuals or corporations, or the individual members thereof, Bhall not be separately taxed as long as they shall be owned and used exclusively ex-clusively for such purposes. Power plants, power transmission lines and other property proper-ty used for generating and delivering electrical elec-trical power, a portion of which is used for furnishing power for pumping water for irrigation purposes on lands in th State of Utah, may be exempted from taxation taxa-tion to the extent that such property is used for such purposes. These exemptions shall accrue to the benefit of the users of water so pumped under such regulations as the legislature may prescribe. The taxes of the indigent poor may be remitted or abated at such times and in such maner as may be provided by law. The legislature may provide for the exemption from taxation taxa-tion of homes, homesteads, and personal property, not to exceed $2,000 in value for homes and homesteads, and $300 for personal per-sonal property. Property not to exceed $3,000 in value, owned by disabled persons who served In any war In the military serv ice of the United States or of the Stat of Utah and by the unmarried widows and minor orphans of such persons may be exempted ex-empted as the legislature may provide. The legislature shall provide by law for an annual tax sufficient, with other sources of revenue, to defray the estimated ordinary ordin-ary expenses of the state for each fiscal year. For the purpose of paying the state debt, if any there be, the legislature shall j provide for levying a tax annually, sufficient suffi-cient to pay the annual interest and to pay the principal of such debt, within twenty years from the final passage of the law creating the debt. (As amended November Novem-ber 4, 1930.) SECTION 1. The Secretary of Stat is hereby directed to submit the proposed amendment contained herein to the electora of the state in the next general election in the manner provided by law. SECTION 3. That It Is proposed to amend Section 9, Article VI, of the Constitution Con-stitution of the State of Utah, as follow 1 SECTION 9.
