Show CONVICTS WILL BE TAUGHT PROCEDURE TO GET PAROLES , Maryland Official Plans to Protect ' Prisoners From Graft of Shysters. Baltimore, Md. The adoption of a new system to facilitate the parole pa-role of prisoners from Maryland penal institutions is being planned by Ambrose J. Kennedy, parole commissioner. It is his intention, he said, to Institute In-stitute a campaign to familiarize every inmate eligible for parole with the requirements of the law and the procedure undergone at the hearings. A further attempt will be made, Mr. Kennedy said, to have officials of the ir.slltutions select some of the more worthy for parole, who, through lack of initiative or familiarity famili-arity with the regulations, have failed to file applications. The methods he Intends to adopt, such as having the prisoners notified noti-fied of their eligibility for parole at the expiration of a third of their sentence, aiding them in filling out parole applications and advising them on establishing contact with prospective employers, will not materially Increase the number of paroles, Mr. Kennedy said. By these methods, he said, many prisoners worthy of freedom under supervision, but hindered in attaining attain-ing It by Ignorance or fear of being be-ing turned down, will be brought to his attention and Investigated. Mr. Kennedy said his plans are aimed Indirectly at the practice of Individuals who solicit the patronage patron-age of prisoners and mulct them of their savings with promises of obtMining paroles for them. In tlie past, Mr. Kennedy said, some prisoners have paid fees as high as $250 and all that was ever done In their eases was the tilling of the parole applications, which, had they known It, they could have filled out and forwarded to the commissioner themselves. It Is the duty of the commissioner commission-er to see that during the period ot parole each person Is kept under strict supervision and a close check of his activities maintained. This supervision extends even to the amount of their monthly earnings earn-ings and the manner in which they are spent. |
