the centers ot of population while she Is thus engaged residents of nt those centers well supplied with such traffic whirl and bustle are bringing every influence to bear to protect large areas a fruin front the encroachment of commercialization or mechanical deal devices this Is not a reproof to those development devel far from it as the forest rolce has already contributed to basin roads it Is 13 intended rather to show that uintah bus dis n has som thinie that other communities are seeking I 1 e an attractive forested and mountainous area unmolested bv by commercial and secluded from the roar of r raffle rid rd concen ut during one lifetime the united states has seen the encroachment of roads and automobiles to a startling degree in le lei lets ts than a decade the federal aid road system has built miles of road to sav say nothing of what the states and counties count lei have added to the system in 1929 the states scent on roads over received from gasoline taxes motor vehicle lice licenses taxes etc federal and f crest ferest aid brought the sum to over the last congress in tr tied qed the federal funds by 53 OW and the states will add still another this indicates that some will be pent spent on roads for 19 1930 in the united states la Is it any wonder people arc are beginning to protest against too much road extension lest in a few years there be no frontiers no euch such thing as isolation the present road development would not cause so much concern by those seeking to save some areas were it not that pressure for more roads se seem ems to be increasing in a relatively few years tl ti a number of passenger carrying autos has grown from 0 to 23 and the In increase creese 1 in n motor 11 cars and trucks from 1928 to 1929 as oser 01 er or 8 per cent surely there Is reason to be cautious within the uintah mountains are over cne fourth million acres of wild 1 erness with no roads far par removed from the honk and roar of traffic we find included there the ih highest moun tain in utah six peaks over 13 feet and many more over 11 MO feet there are several hundred mountain lakes what an opportunity when we krow that isolation Is becoming more and more sought after we know too that esh ir makes secluded areas mw diffly it to find with such a situation confronting 11 1 I like to have the people of bas bain n consider the practicability prid desirability of designating approximately one fourth million acres in these hiiri pi a grimit i e area which wll will virtually be closed to construction of t public roads building buildings and other permanent ion pr cements elements and to occupancy under special use permit there Is no demand for euch such construction at present nor are there any settlements within the area the purpose of such designation would be pure to 0 conserve primitive conditions of environment habitation subsistence and transportation for the enjoyment of those who cherish the birly traditions and his I 1 tory of this country and arid desire to preserve in some degree the traits I 1 qualities and characteristics upon which this nation aa aas founded to make it possible tor for people to detach themselves at least temporarily from the strain and turmoil of I 1 modern existence and to revert to timple simple type of existence in conditions of relatively hely unmodified nature to afford unique opportunities tor for physical mental and spiritual atlon or op regeneration I 1 the only commercial use of this area at the present time is for sheep grazing graz irig and this would be continued with proper management such use should not interfere with ith the ampre elation of the recreation values of this tract there are no timber operations but should there be need for uch regulated cutting would be permitted with ith proper precaution to guard scenic and aesthetic valura any tim ber cutting would estall entail some road construction but roads would be short low standard and only temporary no other orbi r roads are contemplated trails traits will be developed and main bained to facilitate administration protection and enjoyment of the area no telephone lines will be built except such aa may be necessary for fire protection and administration no cabins or buildings will be allowed except for use of the administrative and nd protective forces or possibly for ar BP ie e control should any mineral be found there would be no interference with its development and use travel will be by horseback or on foot there fore food outfits should be made mad available as poor horses and arid poor equipment would interfere alth ith the tile cleasure ile tsure of campers the many lakes otter offer splendid opportunities port unities for fish stocking A group of lakes could br be stocked and clofed to fishing until ohp fish sh mature each vear a different STOUP of lakes could bo be so handled until the round haj has been made before such a m Is started boeer ho weier eer a study of ah foods tn in each lake will be necessary to determine the suitability of each and the amount of fish which each would support otherwise some lakes would be overstocked and fish foods fed out this has already happened in one or more lakos in this vicinity such a study was started last summer by hr dr V M tanner tunner working tor for the U 8 bureau of fisheries cooperating with the state deer and other big game are am found in these and a game maruge ment plan should be formula formulated teel and find put inari ant effect within thia this proposed prim primitive Ulve area aich aright be termed the high nigh are rugged peaks and alpine likes timbered basins and mountain parks turbulent stream and rocky canyons beautiful amp lamp grounds with plenty of horse feed are plentiful the high are admirably suit s ed to the primitive idea also the retting aside of these lands as a primitive t trea tres res would not interfere with rny tiny existing eting need of forest resources for commercial purposes the forest service administration would consist mainly in protecting tha area from fire and vandalism in as 9 sifting the state in enforcing its game laws tn in tame game protection in studies of ash and game gaine habits and requirements in tho the amount of fish and game came which should be removed annu annually all in regula regulating any use of the forage timber asked to compile a complete report on this area this will be available soon before taking final action however ho ever I 1 would welcome suggestions or viewpoints on the abose proposal from anyone interested te there mere are no such areas designated in utah making it all tho more desirable that all phases of the problem be given careful consideration |
