which the extension sr service has carried on its cooperative work in uintah county the old type of 1 farm bureau served very well un til th this year when it was necessary to do real cooperative marketing with the aid id of the federal farm board which organization demanded that tle ole W ay I 1 i s of the old farm bureau be eba bcd in order to meet the cooperative marketing requirements a 0 the capper act A great deal ot of time was consumed in making the adjustments just ments ner necessary essary and to adopt a set t ot of bylaws by laws satisfactory to the federal farm fain board and applicable to our local organization needs attorney trank evans of salt lake city was employed to help with this adjustment and the name of we organization was changed from uintah county farm bureau to uintah farm bureau cooperative association last year the organization maintained a part time paid macager mar ma ager but the business has developed to such an extent that a full time manager has been on the job since AI U 1930 with a full time assistant who haa has taken care of the new headquarters and warehouse upon which an option was as taken on april 1st and was finally purchased sed on september while the organization still retains all of af its educational features it has added more specifically the marketing of farm commodities cooperatively due to the fact that so much work had to be done in order to set up an effect the cooperative association organization has been one of the main projects of this yeat meetings have been eld in fourteen communities of the county where here with the aid of officers project leaders and all who were interested te enough to attend the meetings programs have been worked out to meet the local needs the policy of the 0 organization Is 13 to render service in whatever fields possible thit thil will benefi lt our farm people personal welfare late in november I 1 1929 a committee known as the personal welfare committee was appointed with the coin ty agent as chairman whose function it ars to organize similar committees in each community of the county and check up on these community com corn and give ghe suggest suggestions lons on an what they might do to help in community problems the real purpose of these commit ees is s to act as a sort of vigilance body to take care of the poor in the cornin community unity to aee ee that the widows are properly cared for that the health of the members of the community Is up to standard or in other words do aej an thing that will help in a p personal way for better living in the community to illustrate in one of the communities muni ties where there were vere fourteen widows whose families were ere too small to do work on the farm the personal welfare committee organized the manpower of the community went from one widow a home to the next and hauled out all manure which accumulated cumulated during the winter inter and then plowed har harrowed rosed and planted the land that was as intended to be planted to crops in many instances the seed was furnished before the fields were left the crops were planted and lit 1 arrangements range ments made for irrigation in the fau fail the same organization helped with the harvesting in the part patu seasons a great deal of trull fruit and vegetables have been wen allowed to spoil because no one was interested enough to take care of it except for the personal need of the producer this year however the personal welfare committee in the various communities arranged to assemble and care for the surplus fruit tod land vegetables which would otherwise have gone to waste these food stuffs are being conserved to relieve the wants of the poor whose needs will be made known as the th winter months come on a while we have no definite data on the amount of fruit that has been canned and vegetables stored stared tor for the aboe mentioned se e do know that in apte sp te of the birge surplus of these products this year there Is 13 less going to waste and more being taken care of than has ever before been vie fi case in th past this committee lias his been in conference with the physicians of the county for tte tt c purpose of making arrangements to give at a greatly reduced cost physical examinations to any adult in the county ho can be indicted to take it thew these committees are becoming more active as they get a broader vision of their fields ot of activity extension the three extension workers of the uintah basin namely the county agent of duchesne nu chesne county the county agent of uintah county and the district home demonstration agent have formed an organization with mr punk flunk county agent of duchesne as chairman this organization meets at the rail call of the chairman to discuss p ab lams common to all these meetings while not held as often as possibly they hould should be hate been the tle means of creating better cooperation and support up for the work vork each Is endeavoring to carry out y friendly relationship hu been mair talked with all civic organizations ar ard d we have had fr or a cooperation of the vernal espres hah has been ready on an culon oc i gire give publicity to an my work or project that has ben been fd td by the extension servin or the farm bureau we have had unusually strong n support from the uintah state bank an institution which has always been foremost in promoting the extension program the me smith hughes students and their teacher at the uintah high school are always ready to work with our organization on any project that may be promoted the lt lions club and american legion have also coop cooperated rated on several nit out standing projects especially has his the co cooperation of the former organization been close on 01 the project of roads and transportation resource survey range and public domain the uintah basin industrial contention which Is really a child of the extension service but which has come to bo be one of the greatest educational factors in the aln tah tab basin Is a very friendly cooperator likewise the churches and schools give wholehearted whole hearted support to the ex tension program there has been the closest cooperation with the duchesne county agent in promoting organization and exhibits work of judging ex hibits and demonstration has been ex changed and the very best of feelings promoted program of bork ork As usual the factors considered ir developing the program of work were adaptability of the project the desire of the people for the project and the of carrying it out Abil ability ityl to finance the projects listed in the program of work Is also a very important factor which has his not been overlooked for marketing due to the isolation of this county problem of marketing has always been a very outstanding barrier to progress the farmers have alway always been able to produce sufficient of all crops drops necessary for local consumption but in times of surplus marketing becomes a very serious problem our tion has always considered marketing one of its most serious problems and therefore this project has been considered most important because of the hith freight rates grain hay and other bulky crops are not produced in large quantities for the open market there Is considerable lical trade how ever and these commodities have to bo be considered in working out a market n h g program at the beginning of the year our committee decided to go into market ire on a large scale with the idea of reaching more farmers than had ever been reached by cooperative marketing before the need of a R warehouse was A as evident iso so the officers of the aln tah tab county farm bureau decided to get one as soon as possible an application was made to the federal farm board for a physical f facility loan with which to purchase and equip a suitable wa warehouse an option was taken on a substantial cement building 60 x fee on main street in vernal city soon found holever flever hc that getting me mc y from the federal fedral farm board was no easy task it Is not necessary to go into details but suffice it 0 o tay say that the application which was as made for in january 1930 approved in the sum of 7 and final payment made sept 18 th great cut in the amount of money applied for was a sore disappointment to our boffl cers but they were determined to go forward in spite of this handicap a so they raised what money they could among the members which together with the federal loan was barely enough to pay tor for tho the building leaving no working capital at all a thing which many business advisors said was an impassibility the organization also had tho th expense of legal advice and other incidentals which wee enough to discourage any ordinary set of directors but they had faith in the project and we are fire proud to state that savera several I 1 b big g deals haie base been pt p t over and the institution ution Is still operating bi in a fairly i healthful condition la is I 1 growing and locally the organization has a good ralma ool wool Is the largest tingle single commodity handled by the organization soon after the policy of the national wool marketing corporation was announced and published in leaflet form the local organization started out to meet the requirements of the national organization in the hope that the fanu pam bureau would be recognized as a a unit in the great national organization correspondence ce with the secretary 0 of f the national Nat linal wool marketing Mor corporation po ration soon awn revealed resealed that that organization was not in sympathy 0 our ur plans and they i very ery clearly st cited that they expected us to surrender all of our ties and prestige with the local eople and turn over without reserva eions everything we had to the treat great nasonal Na Nat tonal lonal organization everything that our local o organization suggested simply irritated the secretary of the national wool marketing corporation i lie ile became very caustic in hia his replies A thing bich ggs unexpected in one oc oe cuong such a prominent position it teemed that every bit of pressure that the secretary nf the national organization and also the secretary of the state organization could muster was brought to bear against vs us but tn in spite of all their tallying til lying a few valiant directors of the local held on and while they dirt did not get chat they asked for or what they had a right to expect they got concession concessions far greater than was 1 by many sho ho ere T a literature that was sert out stated plainly that any organization that had handled pounds of wool or more the previous year or that had or more signed lp would be admitted to the national organization as one of iti its regional region ll units we soon found however that the gentlemen sho ho were in the saddle had made up their minds to rule the organization as pleas ed them best and anyone who wished to take advantage of the machinery set up by the federal farm board would hive have to bow to the whims of the secretary of the national wool mark eting corporation even the president of the organization evidently had no real authority or voice in policies whenever it was possible for us to get in communication vi win the president he lie would tell us that we were entitled to membership and almost in the same mail word would come from the secretary that we were not in fit line tor for membership mamber ship or that we not be granted the right me the president was finally discharged or resigned med or else happened tor for he left lett the service taking with him the organization of which he was president in ohio the ile local farm bureau con tinned to hold out until fIr fertally tally the state organization agreed to pay a small commission to the local organization for all the wool that was handled by it for the national wool marketing corporation while this was not sufficient finances to pay all of the expenses incurred it did save the organization the entire set up of thu national wool marketing corporation spelled d to the little local cooperative which had been in operation tor for several years none of ana representatives presenta tives of the national organization which came into this territory showed any disposition of co opera tion their whole aim seemed to be annihilation in the matter with aith the state secretary we were told tint thit tie the intermediate medil dank would not loan money to a farm co to pay the one dollar per fleece pre shearing advance which had bern agreed upon we ere also told th t if we had bad OW pounds of wool a pried up that they would raise the to a million poun is 13 of wool in other words they plainly indicated indicate 4 that they would make P I 1 impossible for aarm cooperatives to get any consideration in the national wool marketing corporation A suggestion was made to the national secretary to the effect that there be two wool organizations one for the farm producers and another i for the birge range producers this idea was A as scoff scoffed pd at as being very narrow because they had already planned to take care of the small producer as well as the large producer and there was as simply no need of an organization to look after the interests of the small producer there Is some satis 1 faction in looking back over the past seasons season s operation to note that this was aas not such a foolish idea after all just recently we received a letter from the manager of the state wool marketing association in which he stated that they were very willing to give gise the uintah farm bui bu fau feu cooperative association so the exclusive agency tor for tho the wools produced by any grower or association so up to head but that it was manifestly unfair to force big producers or growers with more than head to contract their wool through the local association in other words it Is perfectly all right to force the small producer to deal through an c set up by urge large producers and accept any terms they wish to impose on him but for large producers to deal through an organization set up by small producers Is sir ply preposterous it has been our experience that the small producers cannot g get e t a fair deal when dealing with large producers and in spite of the fact that they claim that in this particular tion the small producer Is riven given fust as much consi considerate derat 1 as the large we e still till maintain thai thal this Is not the trio c se ria an that the small producer vill alak always a ys be imposed upon time and amace va u 11 not justify a full d scission of the en I 1 tire cont control mersy ersy but it to say the local farm bureau m ent ahead and signed mimed up tip not only pounds but pounds of wool and contracted I 1 it to the national wool marketing corporation po ration this sast amount of 0 wool represented nearly different producers ranging in amounts per producer from three fleeces up to IMO 1500 fleeces and in spite of all predictions to the contrary it was as handled vry SI successfully and not a single bog bag was unaccounted for sarini savings the local organization endeavors ende ivors to look after every detail tor for lie its producers as evidenced by b the fact that reduced rates were secured in trucking the wool from the local assembling plant to the railroad in pace vice it f paying the regular price which truckers had ten been charging the put the hauling up tip for bid thirlby saving saying nearly
