Show r Water battle costly, but solution possible t The water battle between Vernal City and the Ashley Valley Water and Sewer Improvement District has been an expensive one, but as one person put it "who controls the water controls the valley and its growth." For Vernal City the water battle has been an expensive one as Ed Clyde's, city water attorney, bill amounted to $16,940 in the last six months. One City official recalls that at one meeting of attorneys and public officials of-ficials the hourly rate for all at the meeting totaled at $1,500 a hour. The meeting lasted the entire day. Although most of the Vernal City Council voted in favor of approving Ed Clyde's legal fee, two councilmen, Jack Stagg and Gene Anfinson, cast votes opposed to paying the attorney's bill. The Ashley Valley Water and Sewer Improvement District is also spending large sums for attorney fees. The law offices of McKeachnie and Allred, the district's attorney firm, submitted a ' $29,165 bill to the district for the last five months.
