Some board members and j ::ien connected with the project have j . indicated that Van Staveren bid the project below his cost with hopes of making a profit on change orders, but when the change orders didn't come, they terminated the contract. Reports are that the contractor has moved its equipment from the site and has started another job on the Wasatch Front. Through Gayle F. McKeachnie, sewer board attorney, the sewer management board requested that state and federal officials allow the sewer management board to negotiate completion of the contract with other contractors in the area. Federal EPA officials asked for time to determine whether federal regulation would permit the sewer management board to proceed to negotiate a contract to complete the project as requested by the sewer management board, or if the remainder of the project would have to be rebid. Meanwhile construction has halted at the sewer lagoon site and the sewer management board is waiting approval of its proposed remedy. The reason approval is required from the Environmental En-vironmental Protection Agency is because it is paying 89 percent of the project. According to sewer board member Lee Rosenhan, even though the second lagoon site on the project is complete, the lagoons will not begin to fill until possibly next spring. Reason for the delay is because state health officials ruled that sewage cannot be pumped into the lagoon site until they are complete, which means putting put-ting a fence around the site which would make it difficult to construct the other lagoons. , Although sewage is entering the second lagoon, Rosenhan said that part of it was pumped to the lagoon to test the pumps and other was unintentional. |
