"Moon Lake Electric Association and Uintah Basin Telephone Association have filed with the Federal Govern-, ment a Compliance Assurance in which is assures the Rural Electrification Elec-trification Administration Administra-tion that it will comply fully with all requirements re-quirements of Title VI of the Civil Rights Act of 1964 and the Rules and Regulations of the Department of Agriculture issued thereunder, to the end that no person in the United States shall, on the ground of race, color, sex, or national origin, be excluded ex-cluded from participation in, be denied the benefits of, or be otherwise subjected sub-jected to descrimination in the conduct of their program and the operation opera-tion of their facilities. Under this Assurance, these organizations are committed not to dicriminate against any person on the ground of race, color, sex or national na-tional origin in their policies and practice relating to applications for service or any other policies and practices relating to treatment of beneficiaries and participants par-ticipants including rates, conditions and extensions of service, use of any of their facilities, attendance atten-dance at and participation participa-tion in any meetings of beneficiaries and participants par-ticipants or the exercise of any rights of such beneficiaries and participants par-ticipants in the conduct of the operations of these organizations. Any person who believes himself, or any specific class of individuals, in-dividuals, to be subjected by these organizations to be discrimination pro hibiled by Title VI of the Act and the Rules and Regulations issued thereunder may by himself or a reprsen-t reprsen-t a 1 1 v e file with the Secretary of Agriculture.
