Show AN ORDINANCE ORGANIZING AND REGULATING A FIRE DEPARTMENT. Sec. (Section) 1. Be it ordained by the City Council of Logan City, that there be and hereby is created, the office of chief engineer of the Fire Department of said city, which office shall be filled by appointment of the City Council. Said engineer may appoint one or more assistants who shall take command in his absence. Sec. (Section) 2. That there is hereby authorized the formation of a Fire Company in said city, to be known by the name of Fire Company No. (Number) 1, which may be composed of fifty able bodied men - residents of said city, viz: a Foreman, Assistant Foreman, Secretary, Treasurer, Steward, and not to exceed forty-five members whose duty it shall be to keep the fire apparatus and implements in good order and ready for use; and, on the alarm of fire, they are hereby required to leave all other business and repair to the fireman's station, with all possible speed, and remove the engine or other apparatus to place of fire, and operate under the direction of the Chief Engineer or assistants. Sec. (Section) 3. That there is organized in said city a Hook and Ladder Company No. (Number) 1, which may be comprised of thirty able bodied men, residents of said city, viz a Foreman, Assistant Foreman, Secretary, Treasurer, Steward, and not to exceed twenty-five members, whose duty it shall be to keep their implements in good order and ready for use; and at the alarm of fire, they are hereby required to remove their implements to the place of fire, and do duty under the direction of the aforesaid chief Engineer or assistants. Sec. (Section) 4. The Chief Engineer is hereby authorized to enlist when necessary, eighty men to compose the companies heretofore provided for, who shall proceed to elect their officers by ballot from their own number, under his direction, and they shall adopt such rules and regulations as may be deemed necessary. And it shall further be the duty of said engineer, together with his assistants, to take charge and command of all hose and hook and ladder companies, with their engines and implements, in all places and under all circumstances in said city; and provide, or cause to be provided, engines and other implements used for the extinguishment of fires, under the direction of the City Council, and see that they are kept in order. Sec. (Section) 5. The Chief Engineer and all officers of said companies before entering upon the duties of their respective offices shall be sworn before the City Recorder faithfully to perform the duties thereof. The Chief Engineer and assistants shall give bond with securities in the penal sum of one thousand dollars each, which shall be approved by and filed with the City Recorder. All vacancies that may occur from death, resignation, removal or otherwise in said companies shall be filled by a majority vote of the officers and members present at any regular meeting. Sec. (Section) 6. The said Chief Engineer is hereby empowered to organize other companies when it shall be deemed necessary, under the direction of the City Council, to whom he shall make a quarterly report; and the secretary of each company shall make a quarterly report to the Chief Engineer, and all acts and doings of said engineer and the companies shall be subject to the approval of the City Council. Sec. (Section) 7. The names and places of residence of the engineers, officers and members of each company shall be posted up in the police station by the secretary of the same the first week in January of each year. Whenever any fire shall happen in the night, the police night watch shall give notice to the engineer, officers of firemen nearest the fireman's station, and alarm the citizens by the cry of fire, and mention the street when it may be known.
