'Seme authorization levels lev-els haven't boon raised for c.us, despite the increase in pmtation and tho much heavier use of scenic and recreational roads Krauze of inore.i-.ed leisure time." Moss recommended increasing in-creasing tho authorizations in Juno testimony before tlio Public Roads Subcommittee Subcom-mittee on Floral Highway Authorization Aot of' 1972 which sots 1074 and 1975 lov-ols. lov-ols. llo said bo was "out. raged" at tho Nixon Administration Admin-istration requests. "The levels the Adminis. tration sugj'.osts are both unrealistic un-realistic ami unwise," Moss testified. "I sometimes wonder won-der if those who set these levels are living in the same country as I, with our millions mil-lions of outdoor loving! mobile mo-bile citizens out every weekend week-end crowding every highway every gravel and dirt road, and even every wagon track that will lead them to the nation's recreation areas." The $151 million commit-tee commit-tee inerese to tho Administration's Adminis-tration's $181 billion brings the total reported authoriza'. tion for the fiscal 11)74 to n total of $335 million. The bill also authorizes the same amount of fiscal 1975 for a two-year total of $R7l) million mil-lion for the construction of scenic roads nnd recreational recreation-al highways. Moss outlined the increased authorization as follows: "For Forest Highways, out of the Highway Trust Fund, $50 million for fiscal 1974 and $50 million for 1975, instead in-stead of tho $33 million ro-cuested ro-cuested for each year. ''For Public Land Highway High-way Trust Fund, $25 million for fiscal 1974 and $25 million mil-lion for fiscal 1975, instead1 of tho $16 million requested for each year. "For Parkways, $40 million mil-lion out of general revenue funds for fiscal 1974 and $40 million for fiscal 1975 instead of the $20 million. "Even with the additional authorization recommended by the committee, we wall be far from fulfilling -our requirements re-quirements in fiscial 1974 and 1975 for construction of outdoor recreation roads," Moss said. 1 "But at least these authorizations auth-orizations will give us ground to fight for higher . appropriations, appro-priations, and will help us to build some of the many new roads we need in Utah and elsewhere." |
