Show Utah Taxpayers Group Lauds Past Session of Legislature The Utah Taxpayers Association As-sociation today tagged the 19C9 Legislative Session as being "exceptionally gooa, and financially responsible" The tax "watchdog" organization or-ganization said that seldom has a Utah Legislature been confronted by more difficult problems than those which faced the 1909 assembly. "The history of this session as manifest in the bills and resolutions introduced and the action taken, on balance was an exceptionally good legislature ernest, industrious, indus-trious, and discriminating. It enacted into law desirable desir-able legislation and refused to enact, or killed much unnecessary, un-necessary, or undesirabb legislation, the nonprofit organization or-ganization pointed out. As is always the case, some good died with the bad; but the good outweighed outweigh-ed the bad. To show what was done, the organization outlined the major activities and accomplishments. accom-plishments. UTA said that one of the most important accomplishments accomplish-ments of the session was the manner in which the legislature legis-lature tackled and solved its money problems "in a way m that was fair to both taxpayers tax-payers and tax spender." In this respect, they acted with good judgement, rcsponsi- j , bility. the tax experts claimed. claim-ed. The taxes that were, pass ed were wide-based ones, and no punitive, or nusi nnce tax measures enacted even though many were in-troudecd. in-troudecd. They also lauded the lawmakers for not enacting en-acting any tax bills that wculd have damaged our industrial in-dustrial image, nor passing any bills that would h:e further eroded our broad property tax base. UTA further complemented complement-ed the legislators for their forthright action in coming to grips with and finding solutions sol-utions for some extremely controversial problems. Head ing the list was their action act-ion in passing SB23. the Equalization Legislation. The taxpayers organization claims that this now puis Utah on the road to a true, and meaningful property tax equalization program. Other good legislation lis.-ed lis.-ed was that which established establish-ed a single governing board for the state's institutions of higher learning, and that which sets up a Division of Investments in the office of-fice of the State Treasurer. In conclusion, however, they did point out one shori-coming shori-coming of this and previous sessions. This was the legislators" legis-lators" inability to find long-range long-range solutions to the state's money problems. They found only solutions for the immediate immed-iate period ahead.
