O K New Measure Affecting One of Greatest Industries I HE Parker Bevan-Parker bill assessing assessing assess assess- ing mines at 5 per acre for the ground they I occupy plus a fair fail cash valuation on their surface equipment plus a value three times the net annual proceeds will be signed today by Governor Simon Bamberger accordI accord accord- I lug to an announcement made this morning While this means that the I bill will be signed barring accidents and the discovery of hitherto hidden flaws it is fairly safe to say that the new mine tax law will have been written into the statutes ot of the state by nightfall Besides carrying Into effect these I provisions the mine tax amendment to the constitution adopted by the people l at the last election the e law es Se tl also provides r d that coal mines s shall i be assessed at their actual cash value as d determined J y the state geologist r nc est teb id Ot of eq equalization I I EXTENSIVE CHANGES In addition to these provisions however how Jw ever the bill makes extensive changes in the duties and membership Of t the state board of equalization It increases increases in- in creases the salaries of those members to per annum from 1500 as carried In the old law The board under the bill is to be of four mern- mern memI bers not more than two ot of these to belong to rny my one political party The term of office remains at four years Powers and duties of the board are outlined at considerable length in the bill not nt so much Increasing as specifyIng specifying specify specify- Ing definitelY what the board shall or ormay ormay may d do in assessIng sst n net only mining companies but also all public utilities and other corporations that come under under un- un der Its jurisdiction PROVISIONS Included under the same provisions as to assessment as coal mines are other hydrocarbon mines including gilsonite and the like Gypsum cement and similar hOldings will come under the same provisions the only mines now I taxed on a value based On their net proceeds under the new law being mines whether placer or orrock I rock In place The new bill fixes as definitely as I may be just what deductions may be made from the gross annual proceeds of a mine In determining the net pro pro- The bill also carries various other provisions largely ot of an administrative nature enabling the board to get on the assessment rolls property that has hitherto escaped assessment to check checkup up with the work of county assessors as to the number ot of acres Included in any county and Its valuation and also various changes chang as to the meetings of the board Each board member is to devote his entire time to the work worl of the office under the provisions of the new measure I I 1 I I I I I I I I i i |
