Unmoved by the adverse agitation in ths south, the navy department steadilv is carrying carry-ing out the plans projected by the sec; rotary of ths Bevy for the practical closing of. southern navy yards, as evidenced evi-denced today by the detaching of Captain Cap-tain -lames A. Helm as commander of the New Orleans yard. He is assigned to general eourtmartial ' duty. Today that yard was placed in charge of Chief Carpenter Joel A.
