With an optimism that the facts entirely fall to Justify, the government expects to bring the home rule act into effetlc operation in Ireland w ithin six months. The necessary orders in council are now being 1-rej.ared. Oautious observers have advised S;r Hamar Ureenwooi, the Irisii secretary, to defer the election of the southern parliament until the results or the working of the Ulster parliament can be seen, but this counsel haa been rejected, re-jected, and it has been decided to bring the act into operation for both areas at the name time. Unless the Hinn Fein leaders, beaded bead-ed by President de Vetera, ac.ept a compromise on the basis of the set, with promisee of future amendments, few believe It will be possible to epplj the act to southern Ireland. The Irish office Is petting: out & lot of propaganda In favor of the home rule act, and It is difficult to judge how many of lta statements ere backed by facts and how many era no mors than pions hopes. For Instance, ths dsflalts statement that the government haa the names of Irish candidates for the southern parliament Is strongly doubted by irieta self-determination lata in London. It is conceded that there is no reason rea-son why the act should not speedily be applied in the six Ulster counties. There candidates are ready and a skeleton skel-eton administration exists on paper, it ia known that Sir Kdward arson will not take office in the Ulster government, govern-ment, which will be headed by his lieutenant. lieu-tenant.
