It looks as if the immigration restriction bill might become .a law, and there seems to be some prospect of favorable favor-able action on the army general staff bill and the bill for the betterment of the militia of the various States. Senator Fairbanks proposes to urge favorable favor-able action on the bill amending the bankruptcy lawand "It is believed ;the legislators will heed the demand from all parts of the country and pass the bill. " Something will be done for the Philipppines no doubt. There is opposition in the Senate to the bill which the Ilouse passed, reducing the duty on Philippine products to 25 . per cent of the'Dingley rate, but it may not be powerful enough to defeat the bill. Both branches, seem to, have agreed informally in-formally that the gold standard shall be adopted in the nw possessions, and that silver coinsjbased on that standard shall be coined for circulation in the islands.' That the trust lobby, will be responsible for the failure of Congress to act on many of the important im-portant bills will not be questioned. The more legislation leg-islation of all kinds is blocked the better it is for the trusts.
