The local charities are no longer able to cope with the situation. In many places the funds raised for this purpose pur-pose are entirely exhausted and the provincial pro-vincial papers are filled with pathetio accounts ac-counts of starving mothers and children begging in the streets. At Nizhni Novgorod Novgo-rod the palace of the- Governor was bo-sieged bo-sieged by a crowd of hungry women with .hnbes in their arms, asking for bread.
