"Along toward the last stages of the consideration of the rivers and harbor bill," Bald Representative Humphrey of Washington State, "some gentleman arose down at the front of the hall. Like scores of others before him this member offered an amendment to Chairman Burton's bill and was trying to 'break in' a phrase that had become quite a joke in the House. "This member, standing back to us, made a brief speech, after which his amendment was 'knocked out,' and he 1 sank into his seat. " 'I wonder who that Is?" said a member mem-ber near my seat, which Is well up to the rear. j " 'Oh, it's some new member trying to break in,' another responded. 'He'll learn better than that one of these days.' "Just then the 'new member arose and started up our way. It was 'Jim' Hemenway, chairman of the Appropriations Appropri-ations committee and Senator-elect from Indiana." |
