Quorum Was Lacking:. Rain and Invitations took possession of Ithe City Councllmen last night and a quorum failed to assemble at the Council chamber. W. J. Tuddenham was the only Councilman who appeared at 8 o'clock. Later a few more straggled In out of the wet. They could not make themselves "many" enough for a quorum, and an adjournment ad-journment was taken. Most of the Councllmen Coun-cllmen responded to the Invitation to take part, in the pure food parade, while stilt others remained at home on account of the rain.
