Show Utah Automobile tion Defends Victory Highway Road Plan Against Attempted Federal Aid Reallocation 1 rHE r-rHE following resolution presented by the Lincoln Highway association to various civic bodies chambers of commerce and the Utah State Automobile association asking each to pe petition the state road oad commission for a reallocation of federal aid road building f in this state so that they may be used on certain sections of highway Included In the Lincoln Highway association system ot of ota ofa of ofa a transcontinental road has been passed upon by a special committee of the automobile association and sent to Governor Charles R. R Mabey The Tho committee commItte has taken each clause of the resol resolution Uon- Uon and answered It separately separately sep sep- separately Whereas the tho recently enacted federal federal federal fed fed- eral highway act provides that each state shall designate roads which alone shall receive federal aid until all so designated are completed the construction construction con con- of which will require from ten to fifteen years and This is correct Whereas Utah being the eastern gateway tb to all of Nevada It Is vitally important to Nevada that the the- Utah connections adequately serve all p parts I of Nevada and I This is correct i Whereas the program for federal aid I heretofore submitted by Utah does not provide the most direct avenue possible to a a. very large number of cities and II towns in central Nevada localities which though lack of transcontinental railways must depend on highways foreast foreast for foreast east and west communications and This is is not pot true The Wendover r route ute as laid out by tho the federal highway high way way act serves the section in in question equally as well if not better than the route demanded by the Lincoln Highway Highway High way association Whereas the Lincoln highway is the main correlating highway across Nevada Nevada Nevada Ne Ne- vada directly serving such important communities as McGill East Ely Ely Ruth Kimberly Hamilton Eureka Austin Fallon Hazen Reno Carson City and Lake Tahoe and also forming forming forming form form- ing direct connection by improved highways with Pioche Lund Preston Tonopah Goldfield Hawthorne Yerington Yerington Yerington Yer- Yer ington Minden Virginia City GoldHill Gold GoldHill GoldHill Hill and Deyton thereby serving about 90 per cent of the population and business business business busi busi- ness Interests of Nevada and also serving Gold Hill and Ibapah in Utah and the Yosemite and Owens river valleys valleys valleys val val- leys In California end and ROUTE DEFEND DEFENDED D. D This in part is true One Is led to believe that the Lincoln highway alone I would serve the tho points mentioned However the Victory highway wo would ld in some cases serve some of the points point s mentioned better and in some cases serve some of the points mentioned equally as well as the Lincoln highway It is is true however that the Lincoln Lincol n highway would serve some Gome of the points point s mentioned better than the Victory Victor y highway But in every case Utah wit with yh yf h the Wend Wendover over route will serve all o othe of f the points equally as well and in some som e cases better than the Lincoln high way Whereas the only western outlet which Utah has heretofore designated designate d will wUl not provide a direct connection n with the Lincoln highway route across Nevada and This is is not true The Wendover r route will serve a connection with the Lincoln highway equa equal 1 as good i inot if not better than the route demanded through Utah by the Lincoln highway Whereas Nevada has designated th the e Lincoln highway route for federal aid and Correct But this resolution fails t to o state the Victory highway has been bee n designated as the primary system and an anthe d the Lincoln highway as the secondary system and under the federal highway y act the primary system should be given give n first consideration Whereas the business prosperity o of central Nevada depends largely on se securing securing securing se- se curing direct communication with Salt Sal t Lake City thereby more closely cementing ce ce- cementing cementing ce- ce the tho business relations of Nevada Nevada Nevada Ne Ne- vada and Utah and Correct The Wendover route will wil l give this communication Whereas the failure of Utah to provide provide pro pro- v vide de a direct connection with the Lincoln Lincoln Lin Lin- coln coin highways highway's route across Nevada a would tend to alienate the friendly Y aY business relations between those two states and Correct and realizing this fact Utah has given Nevada such a cOnnection connection con cOn- at Wendover Utah Whereas the particular community which now petitions you would be di directly directly directly di- di financially benefited by your compliance with this request and This is is not true because the request would greatly add to the tax burden of not only this community but the en en- entire entire tire state and nation at large ar a to build a road which would in fact be be a duplication duplication duplication cation of the Wendover route Whereas the Lincoln Highway association association association asso asso- has heretofore given large sums of money to Utah and Nevada to assist in con constructing its route across those states relying on the gratitude and good faith of both states to include in include include in- in clude such improved portions in their interstate roads and andA A ATTITUDE TUDE UNDERGOES ES CHANGE r This is the first time tirre tine tin e the Lincoln highway has ever admitted it depended upon gratitude and good faith on the part of Utah to complete a route to which it had contributed funds The attitude of the Lincoln Highway association association asso asso- association until this paragraph has been put in print was one of threats organized organized organized or or- boycotts and of its state officials in an effort to force the completion of a route which it now declares de- de declares de clares was to be completed out of gratitude gratitude gratitude tude and good faith Whereas every section of the Lincoln Lincoln Lin Lin- coln highway hway between the Atlantic and Pacific oceans except that portion portion portion por por- tion lying In Tooele county Utah has been designated as part of tho the federal highway system and We Wo Relieve believe this statement Is correct Whereas the federal aid act provides that all state designations are arc tentative tentative tentative tenta tenta- tive and subject to change until ap approved approved approved ap- ap apI I proved by the secretary of agriculture which approval has not yet been given iven Correct But the system as laid out by bytho tho state of Utah and forwarded to W Washington by the federal authorities of this section would have been boen approved ap- ap approved approved ap ap- proved but for the interference of the Lincoln Highway association They have and are aro now bringing every effort possible to bear on official Washington Washing Washing- ton to override the decision of the state of Utah In order to grab grab some of the federal aid mileage for their route they would shut out upper Sanpete San San- pets pete valley Santaquin Eureka and Delta Tremonton Garland to Malad the Thompson Thompson-Moab Monticello Thompson Monticello route and the Bear lake district each one of which and all of which are more important im important im- im important to Utah than the project demanded demanded de de- by the Lincoln Lincon highway Each and every everyone one of f these routes were given consideration and would have havo been added to the federal aid eye cys- tm if the tho state of Utah had enough mileage to do so so Yet the Lincoln Highway association would grab enough mileage for its pet scheme if it could at the sacrifice of these projects projects or tho cancellation of some proJect project already adopted In fact to upset the plans of the state highway commission commission commission com com- mission is the only object of this peti peti- tion Now therefore we hereby petition that you request and cause the state road commission of Utah to so reallocate reallocate reallocate cate Its federal aid program as to provide provIde provide pro pro- vide federal aid on the road via Tooele Fisher Pass Granito Granite Mountain and Ibapah known as the Lincoln highway highway highway high high- way route We realize the wording of the tho above petition is such that the tho average person person per per- son would readily sign it and various civic bodies would readily adopt it With the above facts set forth it puts an entirely different light on the sub Committee F.
