Show WOODRING ASKS TROOP INCa INCREASE EASE WASHINGTON Dec 21 INS INS INS- Americas America's surest protection against war is a strong military force Secretary Secretary Sec Sec- Secretary of War Harry H. H Woodring asserted today In his annual report In the light of present conditions we cannot afford to neglect neglect neg neg- neglect lect measures for our own national safety he said A A secure defense is our most dependable guaranty against aggression by others Those who Interpret the measures measures measures meas meas- ures of pr preparedness advocated by this department as provocative of war are uninformed upon the true nature of these measures They are ones which menacing none are solely for our own protection They involve the maintenance of only a small regular army but one which must be well trained and well equipped so that in war it may serve as the nucleus of our citizen forces It is to the latter forces that we must look for the great bulk of our war establishment in the event I of a major emergency I Woodring praised the advance made in the mechanization of the army and strongly recommended appropriation of sufficient funds to provide for sufficient combat military military mili mili- military tary airplanes annually to reach the authorized total of 2320 planes Among other recommendations were 1 Any An- increase of the national guard to 2 Establishment of a a. reserve force of 3 3 Annual appropriations sufficient sufficient clent to complete the modernization an and mechanization of the army 4 4 Increase of the C.
