2 A RIDICULOUS WASTE JN IN THE aftermath th of the city commissions commission's order that all purchases be made through Ithe the purchasing department comes the news that there has accumulated in the dark corTners corners corners cor- cor ners of various departments enough printed forms to last th the city ity for 75 years Year after year departments had ordered printing until torts of unnecessary blanks I plIed piled up Several months ago the city appointed appointed ap- ap pointed Accountant Vincent a special auditor auditor auditor audi- audi tor to look over the ground and spot the waste One of the first things discovered was the great mass of printed paper piled plIed high and wide in various closets By suggesting a single blank in itself a simple suggestion the auditor auditor auditor audi- audi tor devised a means of doing away with the multifarious blanks and thus thus' reducing an expense expense expense ex- ex pense which should have been obvious to any anyone one one of a dozen dozen city city jy administrations of the I past It was only to be expected that a system 1 which would permit the plundering of the city treasury undetected over a period of 15 years must contain other loopholes through which petty grafters might come and go at leisure and pillage the purse of the people 1 In ferreting out the waste and simplifying simplify simplify- ing the system the city commission struck at a graft which should have been eliminated long ago Imagine how ow careful of the peo- peo peoples people's opIe's o- o pies pie's interests city officials must have been when they permitted an orgy of ordering 7 which stocked up various departments f for r more than two g 7 It may cost the people some money and the city administration n no end of grief but 2 the job can never be actually complete until Z the leaks ar are plugged and the waste of public funds definitely stopped
